This is an e-tender notice for various civil works including construction and repair of paths, drains, protection walls, and check dams in Bandipora, Jammu and Kashmir. Bidders must be approved and eligible contractors. The tender is invited on a percentage basis. Online bid submission starts on August 1, 2026, and ends on August 20, 2026. Bids will be opened on August 21, 2026. Eligibility restrictions apply for works up to 3. 00 lakhs, requiring residency in the concerned panchayat. Defaulters and non-performing bidders are disqualified. A work performance certificate is mandatory. The Executive Engineer is the tendering authority, while the Block Development Officer is responsible for payments. Bidders quoting rates more than 15% below the advertised cost must upload additional performance security. EMD is 2% of the advertised cost, and performance security is 3% of the quoted amount. Startups and MSMEs have specific conditions regarding EMD exemption and performance security. All bid-related documents must be in English. The defect liability period is 6 months for most works and 12 months for building works and bridges.
The work is to be completed within the time limit specified in the NIT. The time of completion shall also increase or decrease in proportion to additional or deleted quantities of work. Requests for extension of time must be made in writing by the contractor within 15 days of the event causing the delay.
The BDO is responsible for making payments of work done claims. The payment schedule shall be fixed after contract award, based on availability of fund and value of work executed. Payments shall be determined by the engineer. Retention money of 10% shall be deducted from each running bill and released after virtual completion of the work.
The defect liability period (DLP) shall be calculated from the date of certified completion. DLP is 12 months for building works, bridges, culverts, and water tanks, and 06 months for all other works.
Bidders must be approved and eligible contractors registered with the UT of JK Government, CPWD, Railways, and other State/Central Governments. For works up to 3. 00 lakhs, participation is restricted to residents of the concerned panchayat. A work performance certificate is mandatory. Bidders must also have a valid GST registration and Income Tax Return.
In case of delay in completion beyond the stipulated period, a penalty of up to 10% of the contract value shall be imposed. If the contractor fails to start or complete the work within the stipulated period, the CDR/earnest money shall be forfeited after contract termination.
The bidders are responsible for visiting and examining the site and its surroundings before submitting the bid.
Bidders who have failed to complete works within the stipulated time frame, abandoned works midway, or not commenced allotted works are ineligible. Bids may be rejected if requirements in the NIT are not fulfilled, or if original documents are not produced within 7 days after online bid opening.
