West Bengal Agro Industries Corporation Ltd. (WBAICL) invites Short Notice Quotations for districtwise empanelment of nurseries/growers/suppliers for the supply and delivery of forest tree seedlings. The seedlings are required for a statewide plantation program on August 15, 2026. Key requirements include healthy, properly potted seedlings of specified species, with minimum height and girth, free from pests and diseases. Suppliers must have adequate ready stock and logistical capability. Delivery is to be completed within three days of the supply order. Payment is on a back-to-back basis after receipt of payment from the ordering authority. WBAICL reserves the right to empanel multiple suppliers and adjust quantities. Bidders must submit technical and financial bids online by August 7, 2026. Technical bid opening is on August 10, 2026.
The entire quantity mentioned in the supply order shall normally be delivered within three 3 days from the date of supply order.
Payment shall be made strictly on back-to-back basis that is after receipt payment from the ordering authority. WBAICL shall release payment after successful delivery, acceptance of materials, submission of all supporting documents, and receipt of corresponding payment from the concerned government department/client. No interest shall be payable for delayed payment.
The financial offer will be considered only if the technical bid is found qualified. The decision of the tender committee will be final. WBAICL may place supply orders on other technically qualified bidders at the approved L1 rate if the L1 bidder is unable to supply the required quantity within the stipulated time.
Bidders must possess satisfactory credentials for successful supply to government departments/undertakings, submit a current bank solvency certificate, and provide an annual turnover certificate issued by a chartered accountant for the last five financial years. They must also be a registered nursery, have a trade license, or be any other legally registered entity engaged in tree seedling production and supply.
Failure to complete delivery within the stipulated period may lead to cancellation of the supply order and placement of order on another empanelled supplier at the risk and cost of the defaulting bidder. Performance security may be forfeited if delivery is not completed, inferior materials are supplied, false declaration of stock is detected, or contractual obligations are violated.
Inspection may be conducted by WBAICL or any authorized government agency either at the nursery, during transportation, or at the delivery site. The bidder is encouraged to visit and examine the site of works and its surroundings at their own expense.
Submission of false information can lead to rejection of the quotation and blacklisting. Failure to produce documents or provide explanations when summoned may lead to rejection. If submitted documents are found manufactured or false, the work order will not be issued or will be cancelled.
