Tender for the supply of cooked diet for indoor patients of government health facilities. Evaluation is based on Quality Cost Based Selection (QCBS) with 70% technical and 30% financial weightage. Bidders must secure a minimum technical score of 40 out of 70 to qualify for financial bid opening. Financial bids will be evaluated based on the administrative charge percentage, with the lowest bidder (L1) receiving the maximum financial score. The contract will be awarded to the highest combined scorer. The contract duration is 3 years, subject to satisfactory annual performance review. Bids must be submitted online by August 21, 2026. Pre-bid meeting on August 3, 2026.
The contract period is 3 years, commencing from the date of notification of award.
Payment shall be made as per terms laid down in the e-tender document, specifically GCC clause 7. Monthly bills are to be submitted by the contractor.
The contract shall be awarded to the highest combined scorer (H1). In case of a tie in the total score, the bidder securing the higher technical score shall be ranked higher. If the tie persists, the bidder possessing higher average turnover in hospital dietary services over the last 3 financial years shall be awarded the contract.
Bidders must secure a minimum technical qualification score of 40 marks out of 70 to qualify for the opening of their financial bids. Bids failing to meet this threshold shall be systematically locked out.
The purchaser may conduct an inspection of the bidder's warehouse, manpower maps, food safety contingency, emergency logistics, and kitchen workflow systems, at the cost and arrangement of the bidder.
If any document required to be submitted for e-tender by the bidder in his technical proposal is not submitted or is found to be deficient in any manner at any stage after opening of bid, the bid may be summarily rejected.
