The period of work is 45 days.

10% retention money will be deducted from each running bill and released after virtual completion of work. Payment schedule will be fixed after contract award based on fund availability and work executed.

The defect liability period is 12 months for general civil works including drains, lanes, and protection works, and 18 months for building works and road/bituminous works. During this period, the contractor is responsible for rectifying defects arising from materials, workmanship, or construction at no additional cost.

Bidders must be approved and eligible contractors registered with UT of JK Govt. , CPWD, Railways, and other state/central governments. For works up to 3. 00 lakhs under District Plan, participation is restricted to residents of the concerned panchayat. Bidders must upload a valid online contractor registration and a copy of their offline card or certificate of genuineness. All submitted documents must be genuine and not fabricated. The bidder must not have been blacklisted or barred by any government or semi-government agency, and must not have any ongoing litigation.

In case of delay in completion of work beyond the stipulated period, a penalty of up to a maximum of 10% of the contract shall be imposed. The CDR shall be forfeited. If the contractor fails to start/complete the work within the stipulated time, their CDR/earnest money shall be forfeited, and they may be debarred from taking up works in the Rew Department for at least one year.

The bidder at his own responsibility and risk should visit and examine the site of work and its surroundings before submission of bid.

Bidders who have failed to complete works within the stipulated time frame, abandoned works midway, or not commenced allotted works may be disqualified. Failure to produce hard copies of uploaded documents within 5 days before fixation of contract will render the L1 bidder non-responsive and debarred for up to 12 months. Mismatch between online and offline contractor cards will lead to rejection and forfeiture of CDR/FDR. Submitting fabricated documents, being blacklisted, or having ongoing litigation can lead to disqualification.

The period of work is 660 days.

The award criterion is the lowest price, with a reverse auction conducted among technically qualified bidders.

Bidders must meet pre-qualifying requirements including technical experience and financial turnover. Technical bids will be evaluated first, and only qualified bidders will have their price bids opened. A site visit is mandatory before quoting.

Bidders must visit the site work area and study the job content, facilities available, and prevailing site conditions before quoting.

The document clearly states there is no requirement for sample submission.

For any clarification on the tender document, bidders may seek the same in writing or through email and/or through e-procurement portal, as per specified format, within the scheduled date for seeking clarification.

Bidders may be disqualified if they do not meet pre-qualifying requirements, submit incorrect information, or violate the integrity pact. Offers from debarred parties will be rejected.
