After technical evaluation results are posted, there is a 7-day wait before opening financial bids. As stated: the employer shall wait for 7 days before opening the financial bid of the qualified bidders so as to give the disqualified bidders and opportunity to avail. . . any remedy available under the law.

Bids can be rejected for missing EMD, tender document fee, or qualification criteria. As stated: the tender without earnest money/earnest money declaration form and tender document fee will not be opened and the tender of the bidder who does not satisfy the qualification criteria. . . are liable to be rejected.
