The contract will be awarded to the bidder who has offered the lowest evaluated bid price and is substantially responsive to the bidding documents.

Bidders must have a contractor ID on the Haryana Engineering Works Portal. For works up to Rs 25 lakhs, a contractor ID is required. Mandatory documents include PAN card, GST certificate, and proof of constitution.

After technical evaluation results are posted, the employer shall wait for 7 days before opening financial bids so as to give the disqualified bidders and opportunity to avail, if they so desire, any remedy available under the law.
