This is an e-tender notice for the restoration and construction of damaged flood protection works along the Chenab River and its tributaries in the Akhnoor region, under the SASCI component. The tender is invited from approved and eligible contractors registered with the UT of Jammu and Kashmir or other state governments. The bidding process is online and uses a two-cover system (technical and financial bids). The works under SASCI are to be completed both physically as well as financially before ****, with a deadline of **** for completion to avoid claims.
Payment to the contractor, against the works executed shall be made in the running account only, which shall not exceed once or rare cases twice per month and final bill shall be paid on completion of the contract.
In case of a tie in quoting the rates, there shall be a draw of lots among these contractors in their presence and the bid opening committee for working out the lowest bidder for allotment of the work.
The tender is invited from approved and eligible contractors of appropriate class registered with UT of Jammu and Kashmir other UTs or State Govt. other Govt. departments.
In the event of contractor failing, declining neglecting or delaying the execution of work/supplies or in the event of any damage occurring or being caused by the firm or in the event of any default or failure in complying with any of the terms and conditions of the contract, the executive engineer shall without prejudice to any of the remedies available to it under any law for the time being enforce in the UT: i terminate the contract after 07 day notice and/or ii recover the amount to loss caused by damage, failure or default, as may be determined by the department from available dues of contract or firm. and/or iii recover the extra cost, if any, involved in allotting contract too their party from the dues of contractor firm. and/or iv impose a penalty to liquidate damages on account of delay beyond the schedule delivery period up to one fourth value of contract and/or up to 10 value of the contract. and/or v impose a penalty not exceeding 10 ten on the value of contract as executive engineer, jal shakti flood control division akhnoor deem fit and/or forfeit the earnest money security deposit.
The bidder, at his own cost, responsibility and risk is encouraged to visit, examine and familiarize himself with the site of works and its surroundings and obtain all information that may be necessary for preparing the bid and entering into a contract for construction of the works.
