The Executive Engineer, as a representative of the Lieutenant Governor, invites bids for the construction of works. Bidders must be registered on jkpwdoms. The contractor should arrange key constructional materials from authorized dealers, and quality must be verified. Geotagged photographs of pre-execution and post-execution activities are required. The bid must be submitted online in two parts: technical and financial. Bids must be valid for 120 days after the deadline. The successful bidder will be expected to complete the work by the intended completion date and rectify all defects during the defect liability period. The defect liability period is 36 months for bitumen thickness equal to or more than 40mm, 365 days otherwise. For civil work, the defect liability period is 365 days. 5% of the contract amount will be released after the completion of the defect liability period, and additional performance security will be released after completion of work, subject to satisfaction of the department. The deposit will be released after the defect liability period. If the contractor fails to execute the work within the stipulated time, the cost of material issued by the department will be recovered at stock rates prevalent at the time of execution. Bidders must provide copies of registration card, PAN card, GSTIN registration, and GST3B certificate. The bidder shall bear all costs associated with the preparation and submission of his bid. The bidder is encouraged to visit the site of works. The language of the bid is English. The contract shall be for the whole works based on the priced bill of quantities submitted by the bidder. The bidder shall adopt item rate only. All duties, taxes, royalties, and other levies payable by the contractor shall be included in the rates, prices, and total bid price. The unit rates and prices shall be quoted entirely in Indian rupees. The bid opening will be in the presence of bidders/bidders' representatives. The employer may extend the deadline for submission of bids. The earnest money shall be in the form of CDR/FDR of a scheduled commercial bank, pledged in favour of the Executive Engineer. The performance security will be released after completion of the defect liability period. The contractor has to execute the agreement on the same day of allotment of work contract. The department may execute the work left by the contractor at the risk and cost of the contractor. Any additional amount involved for execution of work shall be recovered from the contractor. The contractor shall be personally liable for civil and criminal prosecution if specifications of the work/materials used are found in contravention to the specifications prescribed during execution of work. The quantities advertised in the rate list are approximate and based on tentative estimates, which can be increased or decreased by 20% as per necessity at site. Any item or items of work found necessary during execution of work though not advertised in the rate list shall have to be got executed and paid as per sanctioned schedule of rates 2022 with contractors appreciation/depreciation. Any item if found not necessary at site during execution of work through advertised can be deleted and no claim whatsoever shall be entertained on this account. The watch and ward of all material/machinery shall be the responsibility of contractor/agency. No extra lead, lift or carriage if involved shall be paid other than what has been advertised in the rate list even if it is involved at the site of work. Nothing extra shall be paid on account of loading/unloading of material at site of work. The above work shall have to be completed by the contractor within stipulated time period mentioned above and in case of his failure penalty to the extent of 10% of the total value to the work shall be imposed upon him at the discretion of the next higher allotting authority. The DLP shall be calculated from the date of certified completion of work and shall be 36 months where the bitumen thickness is equal to or more than 40mm. However, in case of works where bituminous thickness is less than 40mm, the defect liability period is 365 days from the date of completion. In case of civil work the defect liability period is 365 days from the date of completion.
To qualify, all bidders shall provide copies of documents such as a photocopy of registration card duly renewed for the current financial year **** ending **** and should be in compliance with sro277 dated 26th July ****, a photocopy of PAN card, a photocopy of GSTIN registration and latest clearance certificate form GST3B, and correctness of information on the notarized affidavit.
If the contractor fails to execute the work within the stipulated time, the cost of material issued by the department will be recovered on stock rates of material prevalent at the time of execution instead of advertised stock rates in NIT.
The bidder, at his own cost, responsibility and risk is encouraged to visit, examine and familiarise himself with the site of works and its surroundings including source of earth, water, road aggregates etc. and obtain all information that may be necessary for preparing the bid and entering into a contract for construction of the works.
