The tender is for the design, manufacture, supply, installation, testing, commissioning, and 5-year operation and maintenance of LED-based solar street lighting systems in Goa. Bidders must meet eligibility criteria, including experience with at least 150 solar street lighting systems, ISO certification, GST registration, and a minimum annual turnover. The technical bid opening is on 22/09/2025 at 11:30 hrs. The work must be completed within 30 days of the work order. A performance bank guarantee is required. The tender document fee is **** plus 18% GST. The earnest money deposit (EMD) is 2% of the estimated value (Rs. 18,720). The security deposit is 2. 5% of the project cost, deducted from invoices. The bid validity is 180 days from the opening date. The language of the bid and all correspondence must be in English. The successful bidder will be responsible for operation, cleaning, monitoring, and maintenance of the systems for 5 years. Quarterly inspection reports are required. The contract is not transferable. Site visits are mandatory before quoting prices. The tenderer will be responsible for any damage during installation. The tenderer must provide necessary manufacturer's test certificates for materials used. The selected bidder is bound by guidelines provided by GEDA from time to time. The tenderer will be responsible for obtaining any necessary road permits. The price quoted must include all taxes, duties, transportation, etc. The work order is not transferable. The GEDA reserves the right to reject or accept any or all tenders without assigning any reason.

70% payment will be made after verification of materials, manufacturing test certificates, delivery challan, and bill of materials. The balance 30% will be released after completion of the entire work, including installation and commissioning, along with relevant documents, joint inspection report, and completion certificate.
The complete solar mast (flood lights, battery, solar PV module) is warranted for a period of 5 years from the date of commissioning.
The contract will be awarded to the successful bidder whose bid has been determined to be substantially responsive and has been determined as the lowest evaluated bid as per the criteria mentioned above, provided further that the bidder is determined to be qualified to perform the contract satisfactorily.
The bidder shall be a reputed supplier of solar street lights with experience certificate of designing, supplying, installing of solar street lighting systems at least 150 nos. Bidder organization should have ISO certification and registered with NSIC for supply, installation, repairing, maintenance and commissioning of solar street lights. Tenderer/bidders must have registrations of GST. Declaration of not being blacklisted in any government authority/government office on Rs. 100 stamp paper. Bidder must have a minimum average annual turnover of **** lakhs. Certificate of C. A. mentioning financial turnover of last two years. Bidder should be empanelled channel partner to any state nodal agency in India. Eligible bidder has to submit the quotes for all systems.
If the systems are not installed and commissioned within the stipulated period, a penalty of 1/2% per week, maximum up to 10% of the total cost of the systems, will be levied and recovered from the amount due to the bidder or from the security deposit.
The bidder is advised to make a preliminary survey/site visit at all mentioned places in North Goa district.
The estimated earnest cost of tender is Rs. 18,720.
