The North Bengal Development Department, Government of West Bengal, invites e-tenders for the supply and installation of 30-watt solar street lights with poles at various sites across Dakshin Dinajpur and Malda districts. The work includes installation, maintenance for three years, and warranty. Bidders must meet eligibility criteria including experience in similar works, financial capability (minimum average annual turnover of 50 lakh for the last three years), and technical capability (credential of satisfactory execution of projects worth 40% of the estimated value). A valid electrical contractor license and supervisor competency certificate are required. The bid submission deadline is August 19, 2026, with the technical bid opening on August 21, 2026. Earnest money is 2% of the quoted amount, payable electronically. Bidders are encouraged to visit the site at their own expense. The department reserves the right to reject any bid without assigning any reason.
The work must be completed within a period of maximum 30 days from the date of layout.
Payment will be made by NBdd on completion of the job as per specification and in good condition and subject to availability of fund. Constructional labour welfare cess, income tax, GST, and other statutory levies will be deducted from every bill.
The entire system will be covered under a warranty against all design and manufacturing defects. Solar LED lights must be warranted for 3 years. The bidder shall provide warranty on goods supplied for installation and commissioning of the project under the contract for system lumen output not less than **** lumen at the end of the third year from the date of installation.
A bonafied resourceful outsider contractor who have satisfactorily completed as a prime agency during the last 3 three years from the date of issue of this NIQ for similar nature of electrical works with allied works under authority of State/Central Government, State/Central Government undertaking, statutory bodies constituted under the statute of the Central/State Government at least in the magnitude of 40% of the amount put to tender.
If any contractor/bidder fails to produce the original hard copies of the documents on demand by the tender inviting authority within the specified time frame or if any deviation is detected in the hard copies from the corresponding uploaded soft copies or if is any suppression distortion falsification detected/pointed out at any stage of e-tender process till execution of works and if found guilty, the tender inviting authority will immediately bring the matter to the notice of the tender committee who may recommend suitable punitive actions against the bidder. The contractor/bidder may be suspended from participating in all future tender on any tender platform of NBdd on approval of the tender committee for a maximum period of 3 three years. In addition his/her EMD will stand forfeited by the Government.
The bidder, at the bidder's own responsibility and risk is encouraged to visit and examine the site of works and its surroundings and obtain all information that may be necessary for preparing the bid and entering into a contract for the work as mentioned in the quotation inviting tender, the cost of visiting the site shall be at the bidder's own expense.
During scrutiny, if it comes to the notice of the tender inviting authority that the credential or any other papers found incorrect/manufactured/fabricated, that tenderer will not be allowed to participate in the tender and that application will be out rightly rejected without any prejudice.
