The tender is for the selection of an agency for design and execution of physical interventions in Mushkoo Valley, Kargil. The total duration for preparation of detailed technical drawings and onground execution of all identified interventions shall be ten 10 months from the date of signing of the agreement. The agency shall target to complete physical elements of the project by May 2026. The operations maintenance obligations will extend for an additional period of two 02 years after successful completion and handover of the works. The bid submission due date is October 31, 2025, at 11:00 AM. The opening of technical bids is on October 31, 2025, at 2:00 PM. The cost of the RFP document is Rs. 5,000, and the EMD is Rs. 5,00,000. The payment shall be released to the selected agency in the following manner: 30% upon submission and approval of all verified technical drawings, and 70% upon successful completion of construction, execution of all interventions, and formal handover of the project to the client.

The payment shall be released to the selected agency in the following manner: 30% upon submission and approval of all verified technical drawings, duly certified by the independent third-party safety auditor and 70% upon successful completion of construction, execution of all interventions, and formal handover of the project to the client, in fully functional condition.
The selected bidder shall be the first ranked bidder having the highest combined score. The weightage of the technical bids and financial bids as 70: 30.
Bidders must read carefully the conditions of eligibility provided herein. Proposals of only those bidders who satisfy the conditions of eligibility will be considered for evaluation. To be eligible for evaluation of its proposal, the bidder shall fulfil the evaluation criteria listed in the rfp.
If the progress of assignment is found to be nonsatisfactory or delayed at any point of time, the client reserves the right to impose penalty. The total amount of penalty shall not exceed 20 of total project fee.
Applicants are encouraged to submit their respective proposals after visiting mushkoo valley and various sites, speaking with the point of contact nominated by the client and acquiring required information or any other matter considered relevant by them. Applicants shall be responsible for all the costs associated for such visits.
