The Punjab Water Resources Department is inviting online bids for licensing out boating and water sports activities at Neelon Bridge Rd **** for 7 years. Important dates include bid document availability, pre-bid meetings, online bid submission, and bid opening. Bidders must register with the service provider, download the bid form, and pay a fee. The bid must be accompanied by earnest money. The license period is 7 years from the date of possession handover. The successful bidder will be responsible for developing infrastructure, safety measures, amenities, and collecting charges. Quarterly license fee payments are required, along with applicable taxes. The bidder must comply with all terms and conditions, including safety regulations, and maintain records for inspection. The bid documents, including general and special terms and conditions, form part of the license agreement. The bid of blacklisted firms or those with outstanding court cases will be rejected. The department reserves the right to accept or reject any bid.

The license fee will be paid by the licensee to the executive engineer commencing from the date of handing over of the possession of the site after signing of the agreement. Successful bidder shall deposit quarterly installments of annual license fee along with applicable taxes in advance of every three months before the 7th of first month of that quarter.
The financial bid evaluation will seek the bidder offering the highest license fee to the executive engineer. If two or more bidders have the same quoted annual license fee for the first year but higher than others, then a draw of lots will be done.
Eligible bidders must have achieved an average annual financial turnover during the last 3 years ending 31st March of the previous financial year, should be at least 100% of the estimated annual reserve price. They must also have a PAN issued by the Income Tax department, a GST number, proof of valid EPF registration, and an undertaking that the bid will be valid for 120 days and that the bidder is not in default of any dues of the department of water resources and is not blacklisted/debarred by any department/board/corporation of the government of Punjab.
Conditional bids and bids not meeting the qualifying criteria on the date of receipt of bids shall be summarily rejected. Violation of conditions can result in penalty as decided by the executive engineer. If the licensee keeps making violations repeatedly, the executive engineer can proceed to terminate the contract with the bidder.
The bidder, at their own cost, responsibility, and risk, is encouraged to visit and examine the site and familiarize themselves with the site and its surroundings and obtain all information that may be necessary for preparing the bid and entering into a contract.
The estimated tender value is Rs. 10,00,000.
