Tenders are invited for various horticulture works in Delhi. Contractors must meet specific experience criteria (3 or 2 or 1 works with minimum value). Tenders must be submitted online (technical and financial bids) by 15:00 on 04 September 2025. Tender documents are available online and at the office of the Dy. Director. Earnest money (28,014 INR) is required. The lowest bidder will be required to submit the EMD and other documents within a week. The competent authority is not bound to accept the lowest or any tender. Canvassing is prohibited. The successful tenderer will be required to furnish a performance guarantee. The tender for the works shall remain open for acceptance for a period of thirty days from the date of opening of tenders. The contractor shall quote his rates keeping in mind the specifications, terms, conditions, particular specifications and special conditions etc. and nothing shall be payable extra whatsoever unless otherwise specified. The department shall deduct income tax and cess on the value of work done from each bill of the contractor as per prevailing government instructions/orders. The tenderer must be registered under GST and submit a valid no dues certificate from the concerned authority or submit an affidavit that uptodate returns have been filed and the agency has no dues towards sales tax VAT GST department. Officer-in-charge shall deduct TDS on GST as per the rate applicable as per prevailing government instructions/orders from the total payment made to contractor in pursuance of this contract. This TDS shall also be deducted on advance payment to be adjusted in future bills and on the amount of cost escalation. The contractor shall give a list of both gazetted and non-gazetted CPWD employees related to him. No engineer of gazetted rank or other gazetted officer employed in engineering or administrative duties in an engineering department of the government of India is allowed to work as a contractor for a period of one year after his retirement from government service, without the previous permission of the government of India in writing. This contract is liable to be cancelled if either the contractor or any of his employees is found at any time to be such a person who had not obtained the permission of the government of India as aforesaid before submission of the tender or engagement in the contractor's service.
The bid notice states he time allowed for carrying out the work will be 60 day s from the date of start as defined in schedule f or from the first date of handing over of the site, whichever is later, in accordance with the phasing, if any, indicated in the tender documents.

The bid notice states from approved and eligible contractors of a CPWD registered contractors enlisted in appropriate category horticulture category. b those of appropriate list of MES, BSNL and other state govt. departments dealing with buildings and roads and other experienced contractors who satisfy the criteria of execution of similar works i. e. 3 no. works each of value not less than 40 of estimated cost put to tender or 2 no. works each of value not less than 60 of estimated cost put to tender or 1 no work of value not less than 80 of the estimated cost put to tender in the last 7 years ending previous day of last date submission of bids tenders. similar works means horticulture category.
The bid notice states if any tenderer withdraws his tender before said period or issue of letter of acceptance, whichever is earlier or makes any modifications in the terms and conditions of the tender which are not acceptable to the department, then the government shall, without prejudice to any other right or remedy, be at liberty to forfeit 50 of the said earnest money as aforesaid. further, the tenderer shall not be allowed to participate in the retendering process of the work.
The bid notice states enderers are advised to inspect and examine the site and its surroundings and satisfy themselves before submitting their tenders as to the nature of the ground and subsoil so far as is practicable, the form and nature of the site, the means of access to the site, the accommodation they may requisite and in general shall themselves obtain all necessary information as to risks, contingencies and other circumstances which may influence or affect their tender. a tenderer shall be deemed to have full knowledge of the site whether he inspects it or not and no extra charges consequent on any misunderstanding or otherwise shall be allowed.
