The tender document states that the contractor has to complete the entire work within the scheduled period as per the technical document specification SOW given by HSL Production User Department. The minimum possible completion schedule should be indicated by the bidder, and if the offered delivery does not meet the refit schedule requirement, HSL reserves the right to reject the bid.

100% payment shall be released within 30 days against submission of tax invoice along with work completion certificates and material delivery challans and duly signed by HSL security incharge and SRC production officer incharge and requisite clearances regarding PF and ESI payment from HSL Workmen Cell. Payment will be made by RTGS/NEFT to the account of the contractor.

The contractor shall give a guarantee for the work done including material, if the order contract if inclusive of both material and services up to a period of 06 months from the date of delivery of ship to owner or 18 months from the date of satisfactory completion of work whichever comes earlier. During this period, if any defect is found, the contractor shall rectify the defect immediately without any additional cost to HSL as indicated in the SOW.

The evaluation of bids shall be on the basis of the overall lowest evaluated price of techno commercially compliant bids. The bidder quoting the lowest landed cost excluding GST and meeting all technical and commercial requirements shall be considered as the L1 bidder.

Bidders shall possess valid PF and ESI insurance coverage in its name. A copy of the same shall be submitted along with the techno commercial bid. The average annual financial turnover during the last 3 years, ending 31st March of the previous financial year, should be at least Rs. 8 lakhs. Documentary proof, i. e. , income tax TDS certificates, Form 26AS, turnover certificate issued by Chartered Accountant, audited balance sheet for the relevant financial years shall be furnished.

In the event of service provider's failure to deliver the services or any part thereof within the period prescribed in the contract work order except in case of hindrances, permissible delays, force majeure events, or any other circumstances which delays are not attributable to contractor, HSL shall have recourse to the following besides terms specified in the tender to recover deduct from the contractor bill as agreed liquidated damages and not by way of penalty a sum equivalent to 0. 5 one half of one percent of the contractual price for each week of delay or part thereof subject to a maximum of 10 ten of contract price of equivalent in completed works in respect of bulk services.

The tenderer is advised to visit the site to acquaint himself with the site conditions, approaches and other relevant information before tendering if so desired.

In order to qualify, all bidders shall provide copies of documents as defined below: scanned copy of registration card duly renewed for the current financial year ****, GSTIN registration and latest clearance certificate form GST3B of the preceding month/quarter, scanned copy of PAN card, CDR/FDR 2 of advt. cost of any nationalized schedule bank pledged to tender opening authority, cost of tender document in shape of current date echallan copy of receipt from treasury favoring executive engineer pwd rb division doda indicating name of work, nit no. and s. no by crediting the requisite charges to the mh **** revenue, affidavit on correctness of information submitted with the bid duly notarized with indicating name of work nit no. annexure a enclosed, affidavit duly attested by Ist class magistrate/executive magistrate as per annexure b enclosed.

In case of firm/contractor fails to start the work within the stipulated time, a registered notice or notice sent through special messenger to the firm/contractor for non-start of the work that amounts to the breach of the contractor and will be sufficient to wind-up or cancel his contract. In case of work allotted by the chief engineer, the decision of the penalty will also be taken by the chief engineer himself. Failure of the successful bidder to comply with the requirements of clause 1. 1 of enit i. e performance security/additional security shall constitute sufficient grounds for forfeiting of earnest money of bidder/debarring him from participating in future tendering with this division. The work shall have to be completed by the contractor within stipulated time period mentioned above and in case of his failure penalty to the extent of 10 of the total value to the work shall be imposed upon him at the discretion of the next higher allotting authority.

The bidder, at his own cost, responsibility and risk is encouraged to visit, examine and familiarize himself with the site of works and its surroundings including source of earth, water, road aggregates etc. and obtain all information that may be necessary for preparing the bid and entering into a contract for construction of the works. The costs of visiting the site shall be at the bidders own expense. He may contact the executive engineer in charge of work for any guidance relating to site visit.

The estimated total monetary value is 3,00,000.

The payment of the monthly running bill for the works shall be released in 90 days from the date of recording of pay order. No excuse for delay in completion of work/prolongation of the contract shall however be entertained on account of the reason of delay in payment. The bidder therefore, must take into consideration of its financial capability to carry out and to continue the work without any hindrances.

Non-submission of above shall attract liquidated damages as described below. For projects with contract price Rs. 100 crore: **** per day. Modifications suggested by the engineer-in-charge shall be incorporated in the work program schedule. It shall be the responsibility of the contractor to upload the approved work program schedule in the PMS project monitoring system. The contractor shall ensure that the time schedule as laid down in the aforesaid work program schedule 51 is adhered to. Provided that on failure to achieve milestone requisite action shall be taken as per the provisions given under clause 10. 3. In the event of any rescheduling of milestone, it shall be responsibility of the contractor to incorporate the same in work program schedule and resubmit the schedule within 10 days of receipt of such communication from the engineer-in-charge, failing which a liquidated damages of **** per day shall be levied on the contractor.

The bid notice states if the contractor fails to complete the work within the time specified in the contract or any extension thereof, the purchaser shall recover from the contractor as liquidated damages, a sum of half percent 0. 5 of the total contract price for each completed week of delay. the total liquidated damages shall not exceed ten percent 10 of the contract price of the work portion so delayed.

The EMD deposited by the successful bidder will be forfeited if the work is not started within 10 days from the date of work order.
