The tender is for the procurement of stationery articles for the upcoming general elections to the Tamil Nadu Legislative Assembly 2026. The last date for submission of the tender form is December 18, 2025, and the technical bid will be opened on December 19, 2025. A pre-bid meeting is scheduled for November 26, 2025. Samples must be submitted before the bid submission deadline. The tender follows a two-bid system, with technical and price bids. The price bid will be opened after the suitability of the samples is tested. The lowest evaluated price will be determined based on the total price quoted per unit. The tender is governed by the Tamil Nadu Transparency in Tenders Act, ****, and Rules, 2000. The earnest money deposit (EMD) is 1% of the tender value. The successful tenderer will enter into a rate contract for one year. A security deposit of 5% of the accepted tender value is required. Penalty for delay in supply is Rs. 250 per day for the first ten days and Rs. 500 per day thereafter. The tender accepting authority reserves the right to reject any or all tenders. The courts at Chennai alone shall have jurisdiction to decide any disputes arising out of or in respect of this contract.
The selected tenderer must be ready to supply the articles as mentioned in group i to as per the size, quality, quantity and place of delivery as mentioned in the supply order award of contract.
All bills for supply will be admitted for payment only after the supply.
L1 selection will be based on the total price quoted per unit i. e. , basic price applicable taxes, for each item specified in the price bid.
The tenderer should have at least three years of experience in the field of manufacture supply of items listed in the group i.
Penalty at rs. 250 per day of delay in supply for the first ten days and thereafter rs. 500 per day. After 15 days the supply order will be cancelled.

The tenderers should submit their samples as per quantity numbers mentioned in the annexure a on or before the last date of bid submission up to 5. 30p. m. to the oo the general manager, department of stationery and printing, 110, anna salai, chennai 2 in a sealed cover along with the details of brand and grade of the product should be mentioned in the samples cover.
