The tender is for the supply of garden materials for the improvement of Purana Quila Nursery. Bids must be submitted through the e-procurement system. The estimated cost is Rs. 4,45,260. 00. The last date for submission is December 9, 2025, at 4:00 PM, and the opening date is the same day at 4:30 PM. A performance guarantee of 5% of the tendered amount is required. The contract period is 30 days. Earnest money deposit (EMD) of Rs. 8,905 is required, to be submitted online. Micro and Small Enterprises (MSEs) are exempted from EMD under certain conditions. The tenderer must submit all documents, duly scanned and uploaded, as per Cover-I through the e-tendering system only. The contractor whose bid is accepted will be required to furnish a performance guarantee of 5% of the value of the contract within the period specified in schedule F. The contractor shall not be permitted to bid for horticulture works in the ndmc in case of contractors of horticulture/nursery category in which his near relative is posted as ao/ao and allied staffs or as an officer in any capacity between the grades of director hort, dy. director hort asstt. director hort. and section officer all inclusive. The bid submitted shall become invalid if the bidders are found ineligible, the bidder does not upload on etender scanned copy downloaded copy of receipt of successful transaction/deposition of online earnest money through online emd payment portal and scanned copy of bank guarantee including ebank guarantee of any commercial bank and receipt issued by any division office of ndmc for deposition of bank guarantee, the bidder does not upload scanned copies of all the documents stipulated in the nit, if any discrepancy is noticed between the documents as uploaded at the time of submission of bid and hard copies as submitted physically by the lowest bidder in the office of tender opening authority, if a tenderer quotes nil rates against each item in item rate tender or does not quote any percentage above/below on the total amount of the tender or any section/sub head in item rate tender, the tender shall be treated as invalid and will not be considered as lowest tenderer, it is mandatory to upload scanned copies of all the documents stipulated in the bid document. if the documents stipulated in the bid document are not uploaded, then bid will become invalid and shall summarily be rejected. The contractor shall fully indemnify and keep indemnified the ndmc against any action, claim or proceeding relating to infringement or use of any patent or design or any alleged patent or design rights and shall pay any royalties, which may be payable in respect of any article or part thereof included in the contract.
The contract period for carrying out the work/supply will be 30 days from the date of start or from the first date of handing over of the site, whichever is later, in accordance with the phasing, if any, indicated in the bid documents.
No payment shall be made for supplies estimated to cost rupees twenty thousand or less till after the whole of the supplies shall have been completed and a certificate of completion given. But in the case of supplies estimated to cost more than rupees twenty thousand, the contractor shall on submitting the bill therefore be entitled to receive a monthly payment proportionate to the part thereof then approved and passed by the divisional in charge whose certificate of such approval and passing of the sum so payable shall be final and conclusive against the contractor. But all such intermediate payments shall be regarded as payment by way of advance against the final payment only.
The contractor guarantees that the said materials shall continue to conform to the description and quality aforesaid for a period of six months from the date of completion of the delivery of the said materials to the divisional in charge.
The competent authority does not bind itself to accept the lowest or any other tender and reserves to itself the authority to reject any or all of the tenders received without the assigning of any reason.
Intending bidders is eligible to submit the bid provided he has definite proof from the appropriate authority, which shall be to the satisfaction of the competent authority, of having satisfactorily completed similar works of magnitude specified below: completed three similar works each of value not less than rs. 1, 78, 104 or two similar works each of value not less than rs. 2, 67, 156 or one similar work of value not less than rs. 3, 56, 208 in last 7 years ending previous day of last date of submission of bids.
The contractor shall deliver the materials on or before the date mentioned in the tender failing which recovery will be made from the contractor as agreed liquidated damages equivalent to of the price of any storessupply which the contractor fails to deliver within the period fixed for delivery in schedule for each week or part of week. The liquidated damages in any case will not exceed 10 of the contract price for undelivered delayed portion after approval of competent authority.
The tenderer are advised to inspect and examine the site and its surrounding and satisfy themselves before submitting their tenders as to the nature of the ground and subsoil so far as is practicable, the form and nature of the site, the means of access to the site, the accommodation they may require and in general shall themselves obtain all necessary information as to risks, contingencies and other circumstances which may influence or affect their tender.
The contractor shall, at his own expense and without delay supply to the divisional in charge samples of materials and shall get these approved in advance.
