Tenders are invited for macadamisation of various interior roads in Pulwama district. Bids must be submitted online by June 16, 2026. Bid opening is on June 17, 2026. Earnest money of 2% of the advertised cost is required. Successful bidders must provide performance security. The defect liability period is 3 years for pavement layers and 18 months for surface renewal layers. Contractors must adhere to MORTH specifications and conduct mandatory quality control tests. A hot mix plant is required, either owned or through an MOU. Bidders must disclose their GST-linked bank account. No payment will be released without a royalty clearance certificate.
Bid submission end date is 16 June 2026 upto 4:00 PM. The work must be completed within **** days from the date of issuance of the LOI/contract allotment.
10% of security deposit will be retained from each running bill. Payment schedule will be determined by the engineer based on fund availability and work completed. No mobilization or equipment advance is admissible.
The defect liability period (DLP) is 3 years for pavement bitumen macadam layers and 18 months for bitumen surface renewal layers, calculated from the date of certified physical completion of work.
Bidders must be approved and eligible contractors registered with JK State Govt. , CPWD, Railways, and other State/Central Governments. They must submit copies of original documents defining their constitution/legal status, registration, principal place of business, GSTIN registration, PAN card, and a valid contractor registration certificate. A functional hot mix plant is also required.
A penalty of up to 10% of the contract value will be imposed for delay in completion. For fundamental breach of contract, performance security will be forfeited, the contract terminated, and the contractor blacklisted.
The bidder should visit and examine the site of work and its surroundings before submitting a bid, and no claim based on constrained site conditions will be entertained after the bid is accepted.
If documents uploaded/submitted are found to be fake/not genuine, the contract will be cancelled, and the bidder will be blacklisted for three years. Involvement in corrupt practices, bankruptcy, or willful disregard to quality control measures can also lead to disqualification.
