The tender invites bids for the construction of a college lab block at SKIMS MCH Bemina, including the installation of 7 lifts. Eligible contractors registered with JK govt. CPWD, railway, state central government organization, OEM, or their authorized dealers, channel partners of OEMs of the lifts are invited to participate. Bidders must upload scanned copies of earnest money deposit, tender document fee, GST registration certificate, PAN card, latest tax deposit return certificate, undertaking for accepting terms and conditions, registration on jkpwdomas, certificate from registered CA showing financial turnover for the previous three financial years (minimum 40% of estimated cost), technical data sheets, authorization certificate from OEM, and documentary proof of having successfully executed similar work (minimum 80% of estimated cost in a single contract, or 50% in two contracts, or 40% in three contracts in the last 7 years). The price bid must be inclusive of all taxes, duties, insurance, transportation, and handling. The bid validity is 180 days from the date of opening of bids. The department reserves the right to physically inspect the work and may contact the concerned department for verifying the details and performance of the lifts. The lowest qualified bidder will be selected. The tender document fee is non-refundable. The department may revise or amend the technical specifications or other terms and conditions prior to the date notified for uploading tenders. The contractor shall be responsible for any accident during the period of work. The price offered for the item to be executed under the contract shall in no event exceed the lowest price at which the firm execute the item or offers to execute the item of identical description to any person, organizations including the department or any department of the central govt. or state/UT govt. or any statutory undertaking of the central or a state government as the case may be, during the period till performance currency of the contract. The contractor shall supply, free of cost to the department, three complete sets of operation and maintenance manuals for the entire equipment. The delivery of these manuals shall be made by the contractor along with the supply of equipment. The contractor shall, at his own cost, make arrangements for proper storage of the equipment materials at sites till its erection. The contractor shall further make arrangements for watch and ward of the equipment from the date of supply of the material at site till its erection, testing and handing over of all the lifts to the department and or till the time training is imparted to the departmental operational staff for the period which shall be mutually agreed upon. The contractor shall always keep the site clean, devoid of any dirt, dust, surplus materials as per the instructions of the departmental supervisors/workers. The equipment and sites should be kept neat and clean for the whole period of contract. The supplier shall make arrangements for insuring the goods against loss or damage incidental to manufacture or acquisition, transportation, storage and delivery. The supplier shall supply any or all of the following materials, information etc. pertaining to spare parts manufactured and or supplied by the supplier. The contractor shall furnish three sets of working drawings to the department for approval. The department reserves the right to get all the equipment certified by third party inspection agency. The completion period is dependent on the construction of the civil structure by the concerned department. The contractor shall be responsible for any accident which may occur during the period of work to human or animal life. The maximum permissible down time of lift shall be 04 hours. All payments will be made in Indian currency and will be subject to deduction of taxes as applicable at source, on the tax rates as are in vogue at the time of release of payment. 65% of the contract value will be released against the delivery of material/equipment at site on prorata basis. 10% after complete installation, 10% after testing and commissioning, 5% after completion of the first year of free warranty guarantee DLP period, 5% after completion of the second year of free warranty guarantee DLP period, and the balance 5% will be released after 1 year CMC post 2 years of defect liability period.
For a period of 24 twenty-four calendar months commencing from the date on which the lift duly tested and commissioned on full load subsequently taken over by the department called the warranty period the contractor shall remain liable to replace any defect that may develop in plant as detailed in the scope of the contract arising from faulty design, materials or workmanship, unsound or imperfect work by the contractor, forthwith without any notice, free of cost.
The allotment order shall be placed in favor of the overall lowest bidder.
Bidders must be registered with jkpwdomas and have a minimum average financial turnover of 40% of the estimated cost for the previous three financial years (****, ****, ****). The OEM must have a minimum average annual financial turnover of 200 crores in India for the immediate last three consecutive financial years (****, ****, ****). Bidders must also have successfully executed similar work amounting to at least 80% of the estimated cost in a single work contract, or 50% in two contracts, or 40% in three contracts in the last 7 years within the country in any govt. semi govt. department PSU.
In the event of failing, defaulting, neglecting or delaying completion of work, the department will terminate the contract, recover the amount of loss caused by the damage failure, and impose liquidated damages to a sum equivalent to 0. 5% of the prices of any portion of work works not executed, for each week or part thereof of delay. The total damages shall not exceed 10% of the value of delayed goods.
The firm shall visit the site in order to appraise itself about the nature of the work to be executed and shall quote accordingly.
If both parties, despite mutual consultation, fail to resolve the dispute amicably within 21 days of initiation of the mutual consultation, then, depending on the position of the case, either the department or the firm shall give notice to the other party of its intention to commence arbitration.
The estimated cost of the work is Rs. 1,63,35,000.
