The bidding document is for the construction of a road. The bid submission deadline is December 5, 2025, at 12:00 PM. A pre-bid meeting will be held on November 29, 2025, at 12:00 PM. The technical bids will be opened on December 5, 2025, at 12:30 PM. The financial bids will be opened online after the evaluation of technical bids. Bidders must submit a demand draft for the cost of the bidding document and earnest money. The bid validity is 90 days. The employer is the Superintending Engineer, Bulandshahar Circle PWD Bulandshahar. The language of the bid is English. The work must be completed in 150 days. A performance security of 5% of the contract price is required. The contractor must provide two vehicles of minimum **** cc capacity in proper running condition. The contractor must submit original CRC of bitumen, modified bitumen, and emulsion. The contractor must submit MM11 in original along with the running bills.
The intended completion date is 04 months after the start of work, as stated in the contract data.
The payment to the contractor will be as follows for construction work: The contractor shall submit to the engineer fortnightly/monthly statements of the value of the work executed less the cumulative amount certified previously supported with detailed measurement of the items of work executed in measurement books authorized by UP P. W. D. The engineer shall pay the contractor the amounts he had certified within 15 days of the date of each certificate.
The defect liability period is two years calculated from the date of actual completion.
The employer will award the contract to the bidder whose bid has been determined to be substantially responsive to the bidding documents and who has offered the lowest evaluated bid price, provided that such bidder has been determined to be a eligible in accordance with the provisions of clause 3 of itb, and qualified in accordance with the provisions of clause 4 of itb.
All bidders shall provide in section 3, forms of bid and qualification information, a preliminary description of the proposed work method and schedule, including drawings and charts, as necessary.
The contractor shall pay liquidated damages to the employer at the rate per week or part thereof stated in the contract data for the period that the completion date is later than the intended completion date.
The bidder, at his own cost, responsibility and risk, is encouraged to visit, examine and familiarise himself with the site of works and its surroundings including source of earth, water, road aggregates etc. and obtain all information that may be necessary for preparing the bid and entering into a contract for construction of the works.
The result of evaluation of part i of the bids shall be made public on etendering portal following which there will be time of five working days during which any bidder may submit complaint in writing by any means as by fax or email, which shall be considered for resolution before opening of part ii that is financial bid.
