Tenders are invited for the establishment of a library at Gulshanpora Bagtore and other works. Bids are to be submitted online. Earnest money deposit (EMD) of 2% of the advertised cost is required. Successful bidders must furnish a performance security of 5% of the allotted cost. A preliminary visit to the site is mandatory. The bid validity period is 120 days. The work is to be completed within the stipulated period, with penalties for delay. All documents must be in English. GST-linked bank account details are mandatory for payment. The tender receiving authority reserves the right to accept or reject any tender.
The work is to be completed within the stipulated period of 60 days for Lot 1 and Lot 2, and 30 days for Lot 3. The date of start of the work shall be reckoned within one week from the date of issuance of contract allotment.
Payment schedule will be fixed after contract award based on funds availability and work executed. The payment schedule shall be fixed after award of contract in favour of successful bidder, on the basis of availability of funds and value of work executed, shall be determined by the engineer.
The defect liability period (DLP) is 18 months for building and road works, and 06 months for repair works, calculated from the date of certified completion. The dlp shall be calculated from date of certified completion of work and period shall be 18 months for building work road work and 06 month repairs work.
Bidders must be approved and eligible contractors registered with JK Govt. , CPWD, Railways, and other state/central governments. They must upload renewal of contractor cards, Annexure A, Annexure B, Annexure C, PAN card, GST registration, and latest GST 3B. all bidders shall upload renewal of registration contractor cards with latest renewal on jkpwdoms portal.
Penalty up to a maximum of 10% of the contract may be imposed for delay in completion. in case of delay in completion of work beyond stipulated period of completion, penalty upto maximum of 10 of the contract shall be imposed.
The bidder is responsible for visiting and examining the site of work before submission of the bid. The bidder at his own responsibility and risk should visit and examine the site of work and its surroundings before submission of bid.
Failure to submit performance security, additional performance security, or other requisite documents within the stipulated period can lead to cancellation of allotment, forfeiture of EMD, and debarment. in case of my failure to submit the prescribed performance security, additional performance security where applicable and other requisite documents, or to commence the work within 07 days from the date of issuance of loiloa, the department shall have the right to cancel the loiloa without any further notice.
