The completion time for each lot is 365 days.

Payment of bills will be made subject to availability of fund and no interest will be paid for delayed payment.

The tender will be evaluated based on the lowest price (L1 bidder).

Eligibility criteria include company status, valid trade licenses, PAN card, IT returns, professional tax receipts, GST registration, PF/ESI registration, and credentials of similar nature of work. Specific technical personnel are also required.

Penal action for non-completion of work within the time frame shall be initiated for defaulting agencies.

The intending bidder must visit the site and satisfy themselves regarding the requirement of quantity of pipe.

Objections regarding pre-qualifying the agency should be lodged within 2 days from the date of publication of the list of qualified agencies.

Disqualification may occur if credentials or other submitted papers are found incorrect, manufactured, or fabricated. Also, debarment from tendering by any government department in the last five years can lead to rejection.

The estimated total value for all lots is approximately Rs. 1,78,00,****.

Eligibility criteria include company status, valid trade licenses, PAN card, IT returns for the last three financial years, current professional tax receipt, GST registration and returns, PF/ESI registration. Tenderers must also have credentials of similar nature of work in hilly areas.

Penal action for non-completion of work within the time frame shall be initiated. Penal measures will be taken against the bidders and agencies selected to execute public works for their false declaration forgery falsification of records submitted to execute committed contract or for their failure to perform contractual obligation and thereby resulting in delay for execution of public works or executing of faulty works.

A preliminary visit to the site is mandatory. Before bidding the bidders must visit the site to satisfy themselves about the local condition and other matters at their own cost.

Objections regarding prequalifying the agency should be lodged within 2 days from the date of publication of the list of qualified agencies. In case if there be any objection regarding prequalifying the agency, that should be lodged to the chairman technical evaluation committee within 2 days from the date of publication of list of qualified agency and beyond that time schedule no objection will be entertained by the evaluation committee.

Debarment from participating in any tender by any government department in the last five years will lead to disqualification. Providing incorrect or fabricated credentials will also result in rejection and potential blacklisting. Any adverse measure on any account against the agency, who is working at present or worked during last five years, as on the date of bid, under any govt. deptt. and or recovery outstanding debarred black listed in any govt. deptt. will lead to rejection of its application for issuance of tender document, even after fulfillment of other eligible criteria.

The work is to be completed within the stipulated period of 60 days for Lot 1 and Lot 2, and 30 days for Lot 3. The date of start of the work shall be reckoned within one week from the date of issuance of contract allotment.

Payment schedule will be fixed after contract award based on funds availability and work executed. The payment schedule shall be fixed after award of contract in favour of successful bidder, on the basis of availability of funds and value of work executed, shall be determined by the engineer.

The defect liability period (DLP) is 18 months for building and road works, and 06 months for repair works, calculated from the date of certified completion. The dlp shall be calculated from date of certified completion of work and period shall be 18 months for building work road work and 06 month repairs work.

Bidders must be approved and eligible contractors registered with JK Govt. , CPWD, Railways, and other state/central governments. They must upload renewal of contractor cards, Annexure A, Annexure B, Annexure C, PAN card, GST registration, and latest GST 3B. all bidders shall upload renewal of registration contractor cards with latest renewal on jkpwdoms portal.

Penalty up to a maximum of 10% of the contract may be imposed for delay in completion. in case of delay in completion of work beyond stipulated period of completion, penalty upto maximum of 10 of the contract shall be imposed.

The bidder is responsible for visiting and examining the site of work before submission of the bid. The bidder at his own responsibility and risk should visit and examine the site of work and its surroundings before submission of bid.

Failure to submit performance security, additional performance security, or other requisite documents within the stipulated period can lead to cancellation of allotment, forfeiture of EMD, and debarment. in case of my failure to submit the prescribed performance security, additional performance security where applicable and other requisite documents, or to commence the work within 07 days from the date of issuance of loiloa, the department shall have the right to cancel the loiloa without any further notice.

The time limit for completion of the work is two months.

Pre-qualification details are available in the tender documents. Bidders must upload documents such as GST registration, EPF, PAN card, machinery list, affidavits, and work in hand certificates.

An affidavit regarding seeing the site is required as per SBD general rules and directions 27.

Bidders should not have more than 2 contracts at a time each of **** lakhs or more, as per affidavit requirement.
