The tender seeks a contractor for the removal of legacy waste through bioremediation and biomining at the Nazira dump site. The project is expected to be completed within 6 months. Technical and financial proposals are evaluated, with a 60/40 weighting respectively. The lowest financial bid is given a maximum score of 100. The successful bidder will be required to provide a performance security. The tender documents include detailed specifications, milestones, payment schedules, and penalties for non-compliance.
The project is expected to complete in 6 months (180 days) from the date of signing the concession agreement.
Payment will be released after ensuring that waste is processed as per the applicable rules and removed from the site for further disposal. Payment will be based on weighment of fractions recovered from the biomining process.
The selection of the bidder is based on a combined technical and financial score, with a 60% weighting for technical and 40% for financial scores. The lowest quoted financial proposal receives a maximum financial score of 100. The formula for determining the financial scores of other proposals is calculated as follows: fs100xlff, in which fs is the financial score, lf is the lowest price, and f is the price of the proposal under consideration.
Bidders must have a minimum of 10 years of experience in solid waste management, participate in the tender as a JV, MOU, or consortium, possess work order copies of biomining projects of 10,000 or 12,000 tons capacity issued by government departments, municipal boards, urban development, or ULBs in India in the last 3 years, submit their firm registration certificate, and have a minimum 3 years total turnover of at least Rs. 1. 50 crore in the last 3 financial years.
Penalties are imposed for non-compliance with SWM rules, environmental standards, and safety standards. Non-compliance to SWM rules and other environmental standards notified by regulatory authorities or as specified in the contract carries a penalty of Rs. 200 per incidence per day until compliance. Non-compliance of safety standards carries a penalty of Rs. 100 per incidence per day until compliance. Delay in processing after the stipulated completion period of 6 months carries a penalty of **** per month per **** mt for processing.
The bidder must submit a site visit report to the concerned department before commencing work on the field.
