Bidders must download the bid submission manual from the website. Participation requires a digital signature certificate (DSC). Bids must be submitted online with a digital signature. Scanned copies of all necessary documents (100 DPI, black and white) must be uploaded with the technical bid. Forged documents will result in contract cancellation, blacklisting, and a one-year debarment. The department is not responsible for online submission delays. Bidders must use the provided BOQ. Unit rates and prices must be in Indian Rupees and include escalation and taxes unless otherwise specified. Additional documents (qualification criteria, constitution, legal status, registration, e-challan, online registration card, GST, PAN, tender fee receipt) must be uploaded. Bidders are responsible for site visits. All non-attendance documents must be in English. The contractor is responsible for the material used for execution. If a rate is not quoted for an item, the cost is included in the contract value. Work starts within one week of contract allotment. No child labor is allowed. Penalties for delay in completion are up to 10% of the contract. Time extensions may be granted for increased work scope or delays beyond the contractor's control. No mobilization/equipment advance is paid unless specified. A 10% security deposit is deducted from each running bill and released after the defect liability period. Payment schedule is based on funds and work executed. Amendments to bidding documents may be issued before the bid deadline. The employer reserves the right to accept or reject any bid or cancel the process. The contractor must adhere to traffic regulations. Arbitration is conducted according to the JK Reconciliation and Arbitration Act. Defect liability periods are 12 months for building work, bridges, culverts, water tanks and 6 months for other minor works. All key construction materials must meet specifications and engineer approval. Failure to meet maintenance schedules results in deposit forfeiture. The contractor is responsible for safety and any historical discoveries belong to the government. Mandatory tests are the contractor's responsibility. The employer may terminate the contract for fundamental breaches (e. g. , 30-day stoppage without authorization, bankruptcy, corrupt practices, disregard of quality control, delay in completion). Applicable labor laws are listed. All work items must conform to specifications. Insurance cover for labor, machinery, work plant, material, and equipment is mandatory. The contract is governed by the laws of the land. Jurisdiction for disputes is the JK UT. Requests for time extensions must be submitted in writing within 15 days of the delay cause, with site engineer recommendation. Abnormal weather, fire, civil commotion, strikes, or non-availability of departmental stores may warrant time extensions. PWD financial code applies, withholding 10% of bills as contractor deposit. The tender is liable to rejection if it does not meet requirements.
