The West Bengal Tourism Development Corporation Limited (WBTDCL) is seeking proposals for the operation, maintenance, and transfer of 70 Pathasathi roadside motel units. Interested private entities (sole proprietors, partnerships, companies, LLPs, trusts, or societies registered in India) with hospitality experience for at least one financial year are eligible. A bid security of INR 1,00,000 per unit is required. Technical bids will be opened on **** bids will be opened later. The contract period is 5 years, with an option for renewal. Applicants must meet minimum eligibility criteria, including valid PAN, GSTIN, trade license, and FSSAI license. Site visits are encouraged with prior permission from district administrations. The Pathasathi units will be deployed on an as-is-where-is basis. The successful bidder will be required to furnish a performance bank guarantee of 10% of the annual contract value.

Payment will be made quarterly within 7 days from the start of the quarter. For delay in payment, interest at the rate of 0. 5 per week will be charged.
The highest financial bid for any particular unit will be declared as successful. If there's a tie, the bidder with higher experience in the hospitality sector will be considered.
Applicants must have experience of running any unit in the hospitality sector for the last one financial year anywhere in India. They must have valid PAN, GSTIN, trade license, FSSAI license, and submit other documents to establish their existence during the last one financial year and being in the business of the hospitality sector in the country.
Liquidated damages may be imposed at 0. 5% of the bill amount for delay of a week or part thereof, subject to a ceiling of 10% excluding all taxes, duties, and other charges. In the event of liquidated damages exceeding 10%, WBTDC reserves the right to terminate the contract.
