E-tenders are invited on percentage basis from approved and eligible contractors registered with the J&K government for the construction of new foundation base and checking of leakages of lis pahoo, dp m&r pahoo and lis gundipora, restoration of gulzarpora minor, regulatory gates and desiting of various canals of isd padgampora. Bidders must submit proof of cost of tender document (treasury receipt/e-challan), earnest money/bid security (CDR/FDR), and other required documents (GST, Aadhaar card, bank account, PAN, registration card, etc. ) by the bid submission end date. The bid for the work shall remain valid for 90 days from the date of opening of the bid. The successful bidder is bound to register with the Assistant Labour Commissioner, Pulwama for cess registration after issuance of allotment. The department will not be responsible for delay in online submission. The item wise cost/offer must be quoted in Indian rupees and include price escalation and all taxes till completion of work. All bidders shall upload required information and documents with their bids. The successful bidder shall submit all documents in English. The date of start of the work shall be reckoned within one week from the date of submission of LOI/contract allotment. Penalty for delay in completion of work beyond the stipulated period is up to a maximum of 10% of the contract. Time extension may be granted in case of increase in scope of work or delay beyond the contractor's control. No mobilization advance or secured advance shall be paid. 10% of the contract value shall be deducted from each running account bill/final bill as retention money/performance security. The successful bidder will be solely responsible for any deterioration/loss or theft of material at site. The payment schedule shall be fixed after award of contract. The tender receiving authority reserves the right to accept or reject any tender or all tenders without assigning any reason thereof. The contract has to manage housing for labors, electricity, water storage for material watch and ward and other facilities at his own. The arbitration shall be conducted in accordance with the J&K conciliation and arbitration act no. xxxv of 1997. The defect liability period shall be considered from the start of trail run which shall be 06 months in case of mechanical works/machinery and equipment's or one irrigation season (kharief season) in case of civil construction works. The contractor shall be responsible for safety of all activities at site of work. Anything of historical or other interest or of significant value unexpectedly discovered on the site shall be the property of the government. The contractor shall be solely responsible for carrying out the mandatory tests required for the quality control at his own costs. The employer may terminate the contract if the contractor causes fundamental breach of the contract. Fundamental breach of contract will include continuous stoppage of work for a period of 30 days without authorization of engineer in-charge, contractor is declared bankrupt, any evidence of involvement of contractor in corrupt practices, contractor delaying the completion of work beyond stipulated time of completion. Besides, defaulting contractor shall be debarred from participating in the tendering process in I&FC department at least for two year. All items of works shall confirm to specifications as per Morth/BBO/CPWD/SSR/any other prescribed specifications. Insurance cover to labour/machinery/work/plant material/equipment by the contractor shall be mandatory. The contractor shall be governed by laws of the land. In case of any disputes/differences between contractor and department the jurisdiction shall be J&K state. Serviceable material if any be deposited in the divisional store & unserviceable material be dumped outside the town periphery at a proper dumping site. The work to be completed within the limit specified in the NIT and the time of completion will also increase

Separate e-tenders are invited for various excavation and construction works in the Bankura district of West Bengal, under the PMKSY (WDc-2. 0) program.
