Tenders are invited for the establishment of a library at Pombay131, Kulgam, Jammu and Kashmir. Bidders must be registered with the JK state govt. , CPWD, Railways, or other state/central governments. The tender documents, including the bill of quantities (BOQ), are available on the departmental website (www. ***. *. *). The online bid submission starts on **** at 06:00 PM and ends on **** at 06:00 PM. The online bids will be opened on **** at 10:00 AM. The earnest money deposit (EMD) is 3% of the advertised cost. Bidders must disclose their bank account number linked to their GSTIN. Additional security (CDR/FDR) may be required for unbalanced bids. The successful bidder must submit hard copies of uploaded documents within 5 days of the financial bids opening. The contract will be awarded to the lowest responsive bidder. The work must be completed within 45 days. All documents must be in English. The department will not be responsible for any online submission delays. The unit rates and prices must be quoted in Indian rupees, including all taxes. The date of start of work will be within one week of the issuance of the Letter of Intent (LOI). A penalty of up to 10% of the contract value may be imposed for delays in completion. The defect liability period (DLP) will be one year from the date of certified completion of work.

Expression of Interest (EOI) is invited for empanelment of booksellers/vendors/publishers for supplying books/periodicals/journals to the college for the **** session. Intending firms must upload a copy of a security deposit (Rs. 5,000) in the form of a call deposit receipt from a nationalized bank or UT-owned bank. An EOI fee of Rs. 200 is payable to the J&K UT government treasury. Required documents include registration certificates, sales tax/VAT clearance certificates, PAN/Aadhar cards, membership certificates from the Federation of Publishers & Booksellers Association of India, turnover certificates, income tax returns, and satisfactory work certificates from previous institutions. Minimum discounts of 15% for paperbacks and 30% for hardbacks are required. Bid validity is 90 days from the bid opening date. The successful supplier(s) will be required to deposit the original earnest money deposit (EMD) document in the office of the principal before the allotment of the purchase order. The college reserves the right to empanel more than one supplier and to procure books from any of them at the quoted/agreed/highest discount. The empanelment will be terminated if the vendor fails to deliver 90% of the supply order (in terms of number of titles) during the year, or if the vendor engages in any undesirable practice or malpractice. Books must be supplied within 15 days for Indian publications and 25 days for foreign publications. If a title is unavailable, a certificate of no availability from the publisher/distributor/stockist must be provided.
