Bidders must have proper licenses for engaging laborers on contract, valid professional tax receipts, GST registration certificates, income tax return acknowledgements, PAN cards, voter ID cards, and trade licenses. They must also have experience profiles with completion certificates from previous similar projects, signed by an officer of at least Deputy Conservator of Forest rank. Partnership firms must provide registered partnership deeds, and companies must provide memoranda of association (MOA) and articles of association (AOA). Registered unemployed engineers and labor cooperative societies must provide specific documents.

If bidders fail to produce original documents, or if discrepancies are found between submitted documents, the tenderer will be suspended from participating in tenders on the e-tender platform for three years, their user ID will be deactivated, and the earnest money deposit will be forfeited. The government may take legal action.

Intending tenderers are encouraged to inspect the site of work and get acquainted with local conditions prior to submitting their bids. They must inform the deputy field director about the visit time and date.

If any bidders fails to produce the original hard copies of the documents especially completion certificates and audited balance sheets, or any other documents on demand of the tender evaluation committee within a specified time frame or if any deviation is detected in the hard copies from the uploaded soft copies or if there is any suppression, the tenderer will be suspended from participating in the tenders on e-tender platform for a period of 3 three years.

Intending tenderers are encouraged to inspect the site of work and get them thoroughly acquainted with the local condition and all factors which may affect their rates. Prior to the site visit the intending tenderers must inform the deputy field director, buxa tiger reserve west division about the time and date of the visit.
