This is a tender cum auction document for the grant of a mineral concession for sand and gravel at Vill. Malluwala, Ferozepur. The bidding process involves a technical bid and a financial bid. The concessionaire must allow entry to government officials for inspection. The concessionaire must not assign, sublet or transfer the concession. The concessionaire must fence excavations after termination. The concessionaire must pay compensation to the landowner. The concessionaire must not undertake any mining operations in monsoon period. Disputes will be resolved through a mechanism involving the District Mining Officer, Superintending Engineer, and mediation.
The bid notice states “The successful bidder shall make following payments within 30 days from the date of issuance of this confirmation order: i 50 of the h1 bid amount i. e. , the highest price offer as upfront payment. in case the bidder submits 100 payment within this 30day period from the date of issuance of confirmation order, they shall be entitled to a 10 discount on the h1 bid amount. ii environment performance guarantee epg @rs. 15, 000 per acre as clearance expenditurein shape of fdcashddbank guarantee and valid throughout the concession term. Any other charges for environmental protection imposed by ppcbseiaa shall also be payable by the successful bidder”.
The bid notice states “the h1 bid amount highest price offer for obtaining the mineral site exclusive of royalty, emf, dmf, taxes etc. shall be the sole determining factor in the financial bid for award of the tender cum auction for any mineral sites. ”
The bid notice states “The bidder shall be any individual natural person, sole proprietor, society registered under the punjab cooperative societies act, ****, partnership firm, or company registered under the companies act, ****. The bidder shall be an indian national. For the purposes of this sub clause, a bidder shall be deemed to be an indian national: i in the case of a partnership firm, only if all the members of the firm are citizens of india ii in case of a company, if the company is incorporated under the companies act, **** or other relevant law iii in case of a society, if the society is registered under the punjab cooperative societies act, **** and iv in the case of an individual i. e. , natural person or sole proprietorship, only if they are a citizen of india. b average annual turnover of the bidder during the last three financial years ending 31st march must not be less than rs. 2 crore c the bidder must comply with section 6 of mines and minerals development and regulation act, ****.
The bid notice states “any delay in the execution of the mineral concession shall be attributable only to procedural or external factors. however, the successful bidder shall remain liable for penal action **** per hectares per extension in case of unjustified delay or noncompliance. ”
