The tender is for the supply, installation, testing, and commissioning of CCTV cameras and related equipment at different locations in the Bidhannagar II division. Bidders must download tender documents from the website (wbtenders. gov. in) using a digital signature certificate. An earnest money deposit (Rs. 8,195) is required. Technical and financial bids must be submitted concurrently and digitally signed. Eligibility criteria include prior experience with similar electrical installation work for WBSECL, WBSECL, or WBPDCL, with a minimum executed value of 50% of the estimated cost in a single contract during the last three years. Other required documents include GST registration, PAN card, EPF, ESI, IT returns for the last three assessment years, and professional tax deposit challan. Bidders must not have abandoned or had rescinded any contracts in the last five years. The financial offer will be considered only if the technical bid is qualified. No mobilization or secured advance is allowed. A 1% constructional labor welfare cess will be deducted from each bill. The bid validity period is 180 days. A security deposit of 10% of the total order value will be withheld until the warranty period expires. Additional performance security (10% of the tendered amount) is required for bids in the range of **** of the estimated rate. The work must be completed within 45 days of the formal purchase order. A pre-bid meeting is scheduled. The quoted price should be excluding GST. The contract will be governed by the laws of India and under the jurisdiction of the Calcutta High Court. All documents must be in English. The bidder is responsible for visiting the site and obtaining necessary information. The company reserves the right to reject any or all tenders.
The entire work must be completed within 45 days from the date of issuance of the formal purchase order.
Payment will be made against running account bills submitted to the engineer-in-charge. Maximum three bills are allowed, each not less than 20% of the ordered value, supported by a measurement book certified by the site engineer and supervising officer. A statement showing material consumption should also be submitted with the final bill. Running account bills will be paid within 30 days from the submission date, and the final bill will be paid within 30 days from submission in quadruplicate, along with the completion certificate, measurement book, store transaction papers, and guarantee certificate for a period of 12 months from the date of commissioning or 18 months from the date of officially taking of the installation by WBSECL, whichever is earlier.
The warranty period is one year.
The bids will be evaluated on the basis of total amounts for the entire scope of work. The lowest evaluated bid will be selected, provided it satisfies all requirements.
All categories of intending bidders who have satisfactorily completed at least one similar nature of installation work electrical installation work under the authority of WBSECL, WBSECL, or WBPDCL of executed value not less than 50% of estimated cost in a single contract during last 3 three years. Copy of formal order L. O. A of similar nature of work I. F. O the contractor/agency, accordingly copy of completion and payment certificate, and detail communication address along with contact number of the client should be submitted by the bidder. Completion certificate from the concerned divisional engineer/manager or equivalent rank and above will be treated as valid credential.
If the contractor fails to complete the work within the specified time, the company shall recover liquidated damages of half percent (0. 5%) of the contract value for each calendar week of delay or part thereof, subject to force majeure. The total recovery against liquidated damage shall not exceed ten percent (10%) of the contract value of the work. An extension of time without imposition of liquidated damage, may be granted for delay in execution of work provided there is no fault whatsoever on the part of the contractor. Such extension may only be granted on the basis of application to be submitted by the contractor who has to establish that the extension of time required by him was not due to his fault.
The bidder is encouraged to visit and examine the site of works and its surroundings and obtain all information that may be necessary for preparing the bid and entering into a contract for the work.
The estimated cost is Rs. 4,09,725.
