The tender is for village panchayat and panchayat union road maintenance works in Keelaiyur Panchayat Union, Nagapattinam District, Tamil Nadu. Bids are invited through the e-tendering system under a single cover system. The last date for online submission of bids is 2025. 10. 24. The period of completion is 3 months from the date of the work order. Bidders must be registered contractors with the Rural Development and Panchayat Raj Department. The EMD amount is fixed at 1% of the contract value. The security deposit is 2% of the contract value. Liquidated damages will be levied for delays in progress. The contract can be terminated if the contractor fails to follow the proportionate progress or fails to adhere to the quality standards.
The period of completion is 3 three calendar months, period from the date of issue of work order to the successful contractor.
Part or complete payment will be made only on satisfactory completion of work in full part thereof and value of work executed shall be determined, based on the measurement and check measurement by the engineer in the m. book. For every bill, 18 of goods and services tax will be paid to the contractor based on the value of work done for construction by the tender inviting authority. After payment, the contractor needs to pay the gst amount to the government through his gst registration number.
The contractor shall be responsible to make good and remedy at his own cost any defect which may develop or may be noticed and intimation of which has been sent to the contractor by a letter sent by hand delivery or by registered post before the expiry of a period of 6 months from the completion of the work.
The tendering authority will award the contract to the bidder whose bid has been determined: i. to be substantially responsive to the bidding documents and who has offered the lowest evaluated bid value total quoted value including the goods and services tax gst amount provided that such bidder has been determined to be a eligible in accordance with the provisions of clause 2 and the lowest bid must be evaluated for the total bid value quoted value including gst.
Bidder should be a class V or above contractor registered with the rural development panchayat raj department. The bidder should have been in the field of construction andor maintenance of road work atleast for the past three years **** to ****.
Liquidated damages for delay in progress: i. in case, if the contractor fails to complete 25 value of work within 30 days of issue of work order, 1 of the total value of the defaulted quantity will be levied as ld. ii. in case, if the contractor fails to complete 60 value of work within the period of 60days of issue of work order, 2 of the total value of the defaulted quantity will be levied as ld. iii. in case, if the contractor fails to complete 100 value of work within the period of 90 days from the date of issue of work order, 3 of the total value of the defaulted quantity will be levied as ld. iv. in case of delay of more than 30 days beyond the stipulated period of 3 months, then 5 of the total value of the defaulted quantity will be levied as ld. in case of delay of more than 60 days beyond the stipulated period of 3 months, work order will be cancelled, security deposit shall be forfeited and the contractor will be black listed.
The bidder is expected to inspect the site and acquaint himself with the local conditions and will be deemed to have so done before submitting the tender.
