The work is to be completed within 6 six months from the date of award.

The bidder shall be original equipment manufacturer (OEM) of offered equipment or higher rating. The offered equipment have to be designed, manufactured and tested as per relevant ISI/IEC with latest amendments. The bidder should have a minimum experience of 7 years in designing, manufacturing, testing and supply of offered class of battery chargers. Equipment proposed shall be in service for a minimum period of five 5 years and certificate of satisfactory performance of three 3 years issued by the central/state govt. power utilities is to be made available and submitted with the bid. The performance certificate should not be more than two 2 years old as on date of bid submission. Equipment offered shall be type tested from accredited laboratory accredited based on ISO/IEC Guide 25 **** or EN **** by the national accreditation body of the country where laboratory is located, as per IEC/IS technical specification. The type test reports shall not be older than seven years as on opening of technocommercial bid parti, subject to condition that there is no change in design components and shall comply with the latest relevant IS/IEC. The minimum requirement of the manufacturing capacity of the offered type, size and rating of equipment shall be four times the tender/bid quantity. The bidder should indicate manufacturing capacity by submitting latest updated certificate of a chartered engineer (CE). The offer of those firms whose performance is not satisfactory in HPSEBL shall not be considered. The turn and twist mechanism of battery chargers shall be completely encased. The bidder shall have adequate design infrastructure and qualified personnel/engineers for design of battery chargers. The minimum average annual financial turnover, of similar or higher rating battery chargers supplied by the firm, for the last 3 consecutive financial years ending 31st march/30th september/31st december as applicable should be at least Rs. 8. 79 lakh. Bidder shall have liquid assets and/or evidence of access to or availability of credit facilities of not less than Rs. 2. 93 lakh or equivalent. The bid capacity calculations of bidders shall be submitted with the bid as per the following formula minimum **** lakh: bid capacity, c = 2 x a x b where, a = maximum turnover of one year out of last three years. b = value of left over existing commitments against various contracts which have already awarded to the firm. Relevant documents may also be submitted. The bidder should furnish requisite copies of financial results viz. profitability, turnover, balance sheet duly certified by authorized chartered accounted/equivalent certifying authority of last 3 consecutive accounting financial years ending 31st march/30th september/31st december as applicable indicating that they have financial capability, established resources and working capital to meet the financial obligations pursuant to the execution of the contract taking into account other existing commitments and qualify the minimum requirements as above. Net worth of the bidder should be positive during the last 3 consecutive accounting financial years ending 31st march/30th september/31st december as applicable.

Bidders must satisfy financial and technical requirements. qualifying requirements for bidders: bidder to satisfy all the following requirements: a. financial requirement: i. the minimum average annual financial turnover for the last 3 consecutive financial years should be at least rs. 13, 00, 000 rupees thirteen lakh. ii. the liquid assets and or evidence of access to or availability of credit facilities of not less than rs. 4, 30, 000 rupees four lakh thirty thousand. iii. the bid capacity calculations of bidders shall be submitted with the bid as per the following formula minimum rs. 43 lakh: bid capacity, c 2xab where, a maximum turnover of one year out of last three years. b value of left over existing commitments against various contracts which have already awarded to the firm. relevant documents may also be submitted. b. technical requirements: i. the bidder must be a manufacturer of power transformers and have an experience of 5 years in india for supplyrepairreconditioning of power transformers. ii. the bidder must have supplied repaired reconditioned power transformers of 132 kv or above voltage class of power utilities psus sebs etc. during the last five 5 years. iii. the bidder should have inhouse routine, acceptance tests and temperature rise test facilities for the repairedreconditioned power transformers. iv. the bidder whose performance in hpsebl is not satisfactory shall not be allowed to participate in the tender.

Bidders must have a minimum average annual financial turnover of Rs. 4 crore for similar transformers in the last 3 consecutive financial years, liquid assets or access to credit facilities of not less than Rs. 1. 32 crore, and experience in designing, manufacturing, testing, and supplying transformers of the offered voltage class power rating or higher voltage class power rating for at least 7 years in India, and supplied power transformers of offered voltage class power rating or higher voltage class power rating to at least two different power utilities PSUs SEBs during the last five 5 years.

Bidder shall have liquid assets and/or evidence of access to or availability of credit facilities of not less than Rs. 41 lakh or equivalent. The bidder should be an original equipment manufacturer (OEM) of power transformers of the offered voltage class or higher voltage class power rating. The bidder must have an experience of minimum 7 years in India in designing, manufacturing, testing and supply of offered higher rating transformers, reckoned up to the date of NIT.
