The eligible lowest evaluated bidder (L1) will be considered as a successful bidder, however, the acceptance of the proposal will rest with the Jal Shakti Vibhag who does not bind itself to accept the lowest proposal, and reserves the right to accept or reject any or all the proposals received without assigning any reason.

Bidders should be registered with Jal Shakti Vibhag in appropriate class, and have completed works of magnitude as per latest government notifications.

Payment terms are detailed in clause 3 of the service terms and conditions (STC) and clause 2. 6. c of the general conditions of contract (GCC).

The bid will be evaluated based on the information submitted by the bidder. The L1 bidder will be determined through reverse auction, or by a lottery if multiple bidders are L1 after the reverse auction.

Bidders must have previous experience in radiographic testing of welds, with a minimum of three complete executed works costing at least **** lakhs excluding GST, or two works costing at least **** lakhs excluding GST, or one work costing at least **** lakhs excluding GST. Average annual financial turnover for the last three years must be at least Rs. 9. 42 lakhs excluding GST. Bidders must have a valid license for handling and operating industrial radiography exposure devices, at least two IR192 source cameras approved by AERB, and at least two certified radiographers, one site in charge, and one radiation safety officer (RSO). Enrollment details of radiographic workers with BARC for film badge service are also required.

A penalty of 1. 0% of the call amount per day or part thereof, subject to a maximum of 10% of the total order value, will be imposed for failure to commence testing within 48 hours of intimation.

The contractors are advised to visit the work site to understand the nature of work and quantum of work.
