If a bidder withdraws their bid or makes modifications before the 180-day period, the earnest money will be forfeited. If the lowest tenderer fails to complete the job within the stipulated time, the department can get the job executed from the second lowest tenderer, and any extra cost will be recovered from the defaulting firm.
