The tender is for providing cameras and street lights in Chandigarh. Bidders must be registered on the website http:etenders. chd. nic. in. The bid is submitted in two covers: Cover 1 contains documents like the UTR number, affidavit of blacklisting, work performance certificate, GST registration, and address proof. Cover 2 contains the financial bid. The earnest money is Rs. 1,470. The bidder must have completed similar works of a certain value in the last 7 years. The tender documents must be submitted with digital signatures. The work will be carried out for 3 months from the date of start. The successful tenderer will be required to furnish a performance guarantee of 5% of the tendered amount. The tender notice forms part of the contract document. The competent authority is not bound to accept the lowest or any other tender. Canvassing is prohibited. The tender remains open for acceptance for 75 days from the opening of the technical bid. The work will be carried out for 3 months from the date of start as defined in the schedule, or from the date of allotment of the work, whichever is later, in accordance with the phasing, if any, indicated in the tender documents.
The competent authority on behalf of the President of India does not bind himself to accept the lowest or any other tender, and reserves to himself the authority to reject any or all of the tenders received without the assignment of any reason.
The tendering firm shall have to satisfy the following eligibility criteria: the firm must have completed the similar works of following magnitude during last 7 years ending last day of month previous to month of tendering. three similar completed work each of value not less than 40 of the dnit amount. or two similar completed work each of value not less than 60 of the dnit amount. or iii. one similar completed work of value not less than 80 of the dnit amount. similar work means each of cctv cameras and the firm should have done the work in his own name. The firm should have authorized service centre in chandigarh with qualified staff. The address of same should be uploaded with technical bid. certificate of valid registration for gst shall be uploaded.
If any tenderer withdraws his tender before the said period or issue of letter of acceptance, whichever is earlier or makes any modifications in the terms and conditions of the tender which are not acceptable to the department, then the government shall, without prejudice to any other right or remedy, be at liberty to forfeit 50 of the said earnest money as aforesaid and to forfeit the whole of the earnest money if the tenderer fails to submit the performance guarantee in the prescribed time after issue of letter of acceptance. Further, the tenderer shall not be allowed to participate in the retendering process of the work.
Tenderers are advised to inspect and examine the site and its surroundings and satisfy themselves before submitting their tenders as to the nature of the ground and subsoil so far as is practicable, the form and nature of the site, the means of access to the site, the accommodation they may require and in general shall themselves obtain all necessary information as to risks, contingencies and other circumstances which may influence or affect their tender. A tenderer shall be deemed to have full knowledge of the site whether he inspects it or not and no extra charges consequent on any misunderstanding or otherwise shall be allowed.
