The tender seeks the importation of Boer goat bucks and does. Technical evaluation is based on criteria like breed standards, health, and reproductive efficiency. A composite score (QCBS method) will determine the award. The financial bid is to be submitted online. Payment will be made in stages (20%, 50%, 30%) upon selection, arrival at quarantine, and successful completion of quarantine, respectively. The delivery schedule is within 150 days of the supply order placement. Bidders must have an annual financial turnover of Rs. 4. 00 crore (equivalent in USD) during the last three financial years. A bid security (CDR/FDR) is required. The contract will be awarded to the bidder with the highest composite score. A selection team will visit the source country to verify the animals. The supplier is responsible for transport, insurance, and animal welfare during transit. The supplier must provide a certificate of export, health certificate, and reproductive efficiency certificate. The supplier will be responsible for all taxes and duties except custom duty, octroi, and other requirements until delivery to the government dairy goat farm.
The delivery of all animals shall be at the government dairy goat farm, rajbagh, district kathua, jk within 150 days of placement of supply order.
Payment will be made in three stages: 20% on Boer goat selection at farm, 50% after receipt of animals at the quarantine facility in India, and 30% after satisfactory completion of quarantine in India.
The supplier warrants that the goods (live Boer goat males and females) supplied under this contract are free from diseases as per the prevailing veterinary certificate for the import of Boer goat into India. The supplier shall furnish a declaration regarding vaccination against all the diseases as notified by GOI/OIE for import of Boer goat.
The contract shall be awarded to the bidder whose bid has been determined on the basis of a composite score of the QCBS method.
Bidders must have an average annual financial turnover of Rs. 4. 00 crore equivalent in US dollars during the last three financial years (****, ****, and ****). A certificate to this effect should be given by the chartered accountant/equivalent in the relevant country. The principal bidder or principal farm entity should be registered with a recognised sheep/goat breeding association of the country. A certificate to the effect should be uploaded in the technical bid. Bidders shall not be eligible, if found involved in corrupt and fraudulent malpractices. A self-declaration from the bidder in this regard should be uploaded. Joint ventures and holding companies credentials of the partner of joint ventures cannot be clubbed for compliance in the NIT, each partner must comply with all the NIT criteria independently.
A selection team constituted by the government shall visit on site in source country and engage in selection process of the boer goat as per the required technical specifications.
