This tender is for the annual operations and maintenance of Piped Water Supply Schemes (PWSS) in various locations within the Darjeeling district, West Bengal. Bids are to be submitted online. Eligibility criteria include company status, valid trade licenses, PAN card, IT returns for the last three financial years, current professional tax receipt, GST registration and returns, PF/ESI registration. Tenderers must also have credentials of similar nature of work in hilly areas.
Penal action for non-completion of work within the time frame shall be initiated. Penal measures will be taken against the bidders and agencies selected to execute public works for their false declaration forgery falsification of records submitted to execute committed contract or for their failure to perform contractual obligation and thereby resulting in delay for execution of public works or executing of faulty works.
A preliminary visit to the site is mandatory. Before bidding the bidders must visit the site to satisfy themselves about the local condition and other matters at their own cost.
Objections regarding prequalifying the agency should be lodged within 2 days from the date of publication of the list of qualified agencies. In case if there be any objection regarding prequalifying the agency, that should be lodged to the chairman technical evaluation committee within 2 days from the date of publication of list of qualified agency and beyond that time schedule no objection will be entertained by the evaluation committee.
Debarment from participating in any tender by any government department in the last five years will lead to disqualification. Providing incorrect or fabricated credentials will also result in rejection and potential blacklisting. Any adverse measure on any account against the agency, who is working at present or worked during last five years, as on the date of bid, under any govt. deptt. and or recovery outstanding debarred black listed in any govt. deptt. will lead to rejection of its application for issuance of tender document, even after fulfillment of other eligible criteria.
