Bidders must submit their offer online only through the e-procurement platform. Offers are invited in two parts: techno-commercial and price bid. All pages of the tender document, including subsequent correspondences, must be submitted digitally signed using Class III DSC. Bidders must visit the site work area and study the job content, facilities, and prevailing site conditions. Bidders must comply with all tender clauses and additional clauses. Bidders must submit an integrity pact agreement. Bidders must satisfy prequalification requirements. Bid validity is six months from the latest due date. Reverse auction will be conducted among techno-commercially qualified bidders. Consortium bidding is allowed if specified in prequalification criteria. Bidders must comply with local content requirements. Bidders must be free from correction, overwriting, or use of corrective fluid. A structured grievance redressal mechanism is in place. The successful bidder will receive a Letter of Intent (LOI) for the entire scope of work. Subsequently, the successful bidder will submit a Broad Business Understanding (BBU). BHEL reserves the right to accept or reject any or all offers without assigning reasons.

Bidders must register on the website, submit a technical and commercial bid, and a price bid. The tender documents are available online. The last date for submission is September 11, 2025, at 2:00 PM. The opening of the tender is on September 12, 2025, at 2:30 PM. Bidders must have previous experience in operation and maintenance of PLC-based pressurized dense fly ash collection systems (PDFACs) for a minimum of one year. Bidders must also have an annual turnover exceeding Rs. 17,36,700 in any one of the last three financial years. The tender is subject to the Tamil Nadu Transparency in Tenders Act **** and the Tamil Nadu Transparency in Tender Rules 2000. The tenderer should provide details of various supply orders/works contracts executed by them as on the date of tendering. The tenderer should indicate the permanent account number (PAN), GSTIN number, and EPF/ESI main code number and enclose the proof with the tender. The tenderer should also furnish the exact location of their factories with detailed postal address, telephone and fax numbers, etc. in their tenders. The tenderer should quote the rates considering all the statutory obligations to be complied with in respect of workmen to be engaged for the works contract. The tenderer should submit a breakup of statutory components for the proposed number of workmen to be engaged. All tools, tackles, and consumables required for the work are in the scope of the contractor. The contractor should provide necessary safety and PPE appliances to their labors. The contractor should arrange JCB, hydra, tractor with trolleys for lifting/shifting materials. A daily diary register will be kept in the engineer's office. The contractor should supply all information regarding supplying of materials and progress of work. The contractor should submit measurement details along with joint inspection reports of completed jobs daily. The contractor should shift spares, lubricants, etc. as instructed. The contractor is responsible for safe transportation, handling, and storage of board materials. The contractor should work round the clock for putting back equipment in service immediately in case of breakdown. All new replacements should be inspected and approved by the TNPGCL engineer in charge before use. The work area should be cleaned after completion of maintenance jobs. Electricity, water, and air will be supplied by TNPGCL at free of cost. The contractor should be the custodian of all portable fire extinguishers and other major equipment handed over to them. The contractor should engage only skilled and experienced workmen. The executive engineer will turn down any person who is unfit for the work. There should not be any hindrance to other departmental contractor workers working nearby. Drawl of materials from central stores/sub stores and devolution of materials to central stores/sub stores should be done by the contractor. The contract workman should have an entry pass or token pass while inside the power house. Identity cards to the contract workers should be issued by the respective contractors. All scrap/waste oil generated should be disposed of to the scrap yard or any other designated place. Insulation scrap materials should be collected in gunny bags and disposed of at a suitable location. The contractor should provide the specified number of manpower to execute the work with the required qualification and experience. The bills will be processed accordingly. The contractor has to quote the rate, considering all the statutory obligations to be complied with in respect of workmen to be engaged for the works contract. The base price will be fixed for the tender accordingly. The contractor has to quote considering the base price and has to submit the breakup details of the statutory components for the proposed number of workmen to be engaged for the works contract service contract to be executed as in annexure I while quoting the rate for the tenders.
