Sealed tenders are invited for material transportation. Bid submission is online only through e-procurement. Offers are invited in two parts: technical (unpriced) and price bid. Earnest Money Deposit (EMD) is not applicable. Bidders must comply with HSE requirements (Annexure-HSE to NIT). All documents must be signed and stamped. Clarifications can be obtained before the due date. Completion period is 3 months from the date of LOI. First-time contractors may qualify for subsequent tenders only after successfully executing 50% of this work. Bidders must inspect the work and site conditions. Offers from suspended bidders or those engaging banned firms will be rejected. Evaluation will be based on qualifying requirements and financial capability. If multiple bidders have L-1 status, discounts will be solicited, and a toss/draw of lots will be used to determine the final L-1. Technical bids will be opened first, followed by price bids. No price negotiation is allowed, except with the lowest bidder. Bidders must adhere to tender specifications. MSE category bidders must furnish details and supporting documents. Work schedule and manpower deployment must be submitted. Bidders who do not submit an offer may send a regret letter. Details of qualifying works will be verified by the principal employer. Bidder representatives may be called for discussions. Conflict of interest among bidders is prohibited. Evaluation currency is INR. Submission of EMD is compulsory for the subject tender. If more than one bidder has L-1 status, discounts will be solicited, and a toss/draw of lots will be used to determine the final L-1. BHEL's decision is final and binding. The rates in the tender shall be kept valid for acceptance for a minimum period of four months from the latest due date of offer submission. Conditional tenders, unsolicited tenders, containing abnormally low/unworkable rates & amounts, tenders which are incomplete or not in the form specified or defective or have been materially altered or not in accordance with the tender conditions, specifications etc. are liable to be rejected. Tenders are liable to be rejected in case of unsatisfactory performance of the tenderer with BHEL, or tenderer under suspension (hold /banning /delisted) by any unit /region /division of BHEL or tenderers who do not comply with the latest guidelines of ministry /commissions of govt. of India. BHEL reserves the right to reject a bidder in case it is observed that they are overloaded and may not be in a position to execute this job as per the required schedule in line with NIT. Offers with inadequate tools & plants, manpower deployment plan, and method statement are liable for rejection. The successful tenderer should deposit the required amount of security deposit for satisfactory completion of work. The total amount of security deposit will be 5% of the contract value. The rates agreed between BHEL and the contractor will remain firm during the total period of the contract. Liquidated damages will be levied for delay in completion of the work. GPS is mandatory in the vehicles. Detention charges will be payable at the unloading point. Payment will be made on a pro-rata basis. GST is applicable. The contractor shall be responsible for any cost, either explicit or implied payable enroute and penalty levied by state/central governments. The contractor shall be held responsible for any damage or loss to the company's property that may be caused by their vehicles or staff in the company's premises. The contractor acknowledges that the contract price includes higher risk rate, adequate to keep BHEL indemnified, as required under section 11 of the carriage by roads act, 2007. The contractor shall ensure comprehensive insurance coverage for the vehicles used in transporting BHEL consignments. If any damage to the materials is noticed in transit, the contractor shall intimate the BHEL booking agency within 24 hours of damage, with photographs. Duplicate contracto
