The contract is for one year, extendable for another year. The NGO/animal welfare organization must be recognized by the Animal Welfare Board of India and submit ITR of the last three years. The veterinary doctor must have experience of minimum **** dog surgeries. The contractor must start operations within fifteen days after the issue of the allotment letter. The contractor will provide space for the ABC program at their own cost. The contractor must follow the standard operating procedure for sterilization of stray dogs under the animal birth control program compiled by the Animal Welfare Board of India. The contractor shall preserve the reproductive organs. The contractor shall hand over the organs of the preceding month to the official of the council. The contractor should have a record of all dogs from where they catch the dogs. The contractor shall release the dogs after proper postoperative recovery and release back the same area from where they had been catched. The identification mark i. e. ear notching visible will be done by the contractor on every sterilized dog. The contractor would submit monthly bill mentioning therein are wise details of stray dogs sterilized immunized based on the number of released dogs for reimbursement. Income tax shall be deducted from the total monthly bills of the contractor at source at the rates as applicable from time to time. The contractor have to make arrangement of adequate manpower at his own level and the council will not provide any employee or manpower. The contractor shall maintain the daily record in a register. The contractor shall ensure that the sterilization immunization of the stray dogs shall be conducted through qualified veterinary doctors registered with veterinary council of India/state veterinary council. The contractor shall ensure that its staff participating in the ABC/ARY programme are immunized against rabies on regular basis. The contractor shall issue identify card at his own cost to his entire staff and they shall be bound to display the identity cards during the duty hours. The contractor shall ensure that the police verification of all the persons deployed by him/her has been formally done. The contractor should get all his employees medically examined from a qualified doctor and ensure that none of them is suffering from any contagious disease. The district municipal commissioner/secretary/sanitary inspector of municipal committee, nangal choudhary may carry out inspection of the shelter premises. The contractor shall be solely responsible for the conduct and discipline of its entire staff. The contractor shall not employee any child labour. In the event of any damage or loss caused to the property of the council by way of theft, mishandling or otherwise by the contractor or his/her employees or agents or any one, the contract shall make good all such damages or loss. The contract may be terminated in the event of occurrence of any of the following contingencies. The courts at narnaul alone shall have the jurisdiction for the purpose of the contract. In the event of any dispute and difference arising out of or in any way touching or concerning this contract, the matter what soever shall be referred to the sole arbitration i. e. district municipal commissioner, narnaul or any other officer authorized by him, whose decision shall be binding on both the parties.
