The tender is for the supply of games and sports items to the Youth Services and Sports Departments of Kargil for the year **** manufacturers and their dealerships are invited to participate. Bidders must obtain a digital signature certificate (DSC) and submit their bids online in electronic format. The tender fee and earnest money deposit (EMD) must be submitted offline, while other documents are accepted online. The technical bid must include manufacturer/dealership certificates, catalogues, annual turnover details for the last three financial years, experience certificates, GSTIN certificates, and PAN cards. The financial bid must be submitted online in the prescribed format (BOQ). The technical bid opening will be in the office of the Deputy Commissioner, CEO, LahDC, Kargil, on the specified date and time, or a subsequent date convenient to the tender opening authority. The tender documents, including the Bill of Quantities (BOQ), terms and conditions, and other details, can be downloaded from the website. The successful tenderer will have to execute a formal agreement on a non-judicial stamp paper. The tender should be accompanied by an earnest money deposit (EMD) in the form of a CDR/FDR. The EMD will be adjusted towards the security deposit. The ordered quantity may increase or decrease during the contract period, as per the availability of funds and requirement of the department. The rates quoted should be inclusive of all applicable taxes, packing, transportation, loading/unloading, cartage, and any other taxes imposed by the government during the contract period. The rate quoted should be for Kargil. The tenderers are required to read all terms and conditions very carefully before filling their e-tender. The bid for the supply shall remain valid for 90 days, if not approved, from the date of opening of bids. The rejected item must be removed by the tenderer from the destination within 05 days from the information of rejection. The official department concerned in no case, shall be responsible for any loss, shortage, damage that may occur to it while it is on their premises/godown. The supplier, if he so desires may insure the valuable goods against loss by theft, destruction or damage by fire, flood or otherwise viz riot, war etc. The insurance charges will have to be borne by the supplier and the state shall not pay such charges. The tenderers shall be responsible for any damage during transportation by any mode/mean and delivery of the material in good condition to the concerned department. In the event of any loss, damage, or any shortage, the tenderers shall be liable to make good such loss and shortage found at the checking/inspection of materials by the department or verification committee. No extra cost on such account shall be admissible. In case of dispute regarding terms and condition which are not mentioned above, the decision of the purchasing committee shall be final. The tenderers shall in no case be allowed to impose their conditions on the purchasing committee. The purchasing committee or its duly authorized representative shall have the power at all reasonable time to inspect and examine the supply. Any other condition that is not indicated herein may be incorporated in the supply order or agreement before execution of contract.
The ordered quantity should be delivered within one month from the date of placement of supply order in the premises/godown of the concerned department at Kargil headquarters.
No advance payment shall be made. Payment of the cost at the accepted rate will be made to the supplier for the net quantity on completion of supply and submission of bill in duplicate along with acknowledgement obtained from the storekeeper and duly verified by the verification committee.
The bidder must be an original manufacturer or their dealership, with an annual turnover of Rs. 0. 50 crore (average for the last three financial years) for the bidder and Rs. 1. 00 crore (average for the last three financial years) for the manufacturer. Experience in supplying specific sports items is also required, with a contract completion certificate for specific sports items to be enclosed, not less than 40% of the total estimated cost of the tender/bid. Bidders must also submit a self-attested copy of GSTIN certificate, PAN card, and self-attested latest GST return document.
In case of backtracking from the contract, the CDR and security deposit shall be liable to be forfeited and the supplier shall be blacklisted for three years. The decision of the purchasing committee shall be final and binding upon the supplier.
The bidder shall have to display samples if asked by the committee.
