The Punjab Water Resources Department is inviting tenders for works to be executed on a work order basis. The bidding process is entirely online via eproc. punjab. gov. in. Bid documents cost **** and are non-refundable. Bidders must register with the service provider. Payment for bid documents and earnest money is strictly online. The last date for submission of bids is **** at 10:00 hours, and the opening of technical bids will be on the same date at 14:00 hours. The successful bidder will be required to furnish performance security at 5% of the contract value. The offer will remain open for acceptance for 90 days. Detailed drawings and specifications are available in the office of the executive engineer. Bidders must visit the site to assess conditions. The work will be executed under the supervision of the engineer-in-charge. All rates quoted must include taxes, levies, cess, etc. , except royalty on earthwork. The contractor is responsible for any loss or damage to materials or unfinished work due to flood or natural calamities. The quantum of work may be increased or decreased. Payment will be released on receipt of funds. The work order can be cancelled at any time. Any disputes will be referred to the superintending engineer, whose decision is final. Subletting of work is not permitted. The contractor must maintain labour records. No claims for price increases of labour or materials will be entertained. The successful tenderer will not be entitled to any payment until signing the work order.

Payments will be released on receipt of funds from the government of punjabrealisation of loc from the concerned treasury and no interest claim will be entertained on delayed payments.
The final acceptance of the tenders or part of the same lies with the competent authority who does not bind himself to accept the lowest or any other tender without assigning any reason for the same.
Only those contractors registered with the Punjab Water Resources Department and having deposited the requisite licensing fee are eligible. Bid documents are only sold to contractors who have registered with the service provider and have bank accounts with core banking solution branches with NEFT/RTGS facility. Contractors/consortiums must have successfully completed at least two major works of similar nature valuing not less than the amount of work of this tender, during the last three consecutive calendar years, with documentary proof from an officer not below the rank of executive engineer.
Penalty shall be levied on account of carriage of material by recovery @50 from the bill of the contractoragencylc society, if the tenderer does not follow the instructions/rules for loading of material and carriage load capacity rules or any instructions issued by transport department.
The bidders should visit the site and satisfy themselves as to the conditions prevalent there especially regarding accessibility to the site, nature and extent of the ground, working conditions, stacking of materials, installations of tools and plants etc. accommodation and movement of labour, supply of water and power for satisfactory completion of the works.
Any dispute as stated above shall have to be referred to the arbitrator within two weeks after the final payment and no claim shall be entertained thereafter.
