BHEL Varanasi is procuring machining and assembly services for various types of segmental sealing rings. Bidders must submit a two-part bid (techno-commercial and price) and participate in a reverse auction. Free issue material will be provided by BHEL. Pre-despatch inspection is mandatory. Delivery is required within 3 months. A 24-month warranty is required. Security deposit is required for free issue materials. Bidders must adhere to GST regulations and provide necessary documentation. MSE vendors can avail benefits. Bidders from countries sharing a land border with India must be registered with the competent authority.
Delivery shall be within 03 months from the date of receipt of BHEL FIM. Early delivery is acceptable.
Payment terms vary for MSE, Medium, and Non-MSME vendors, with 100% against SRV within 45, 60, or 90 days respectively, after material receipt and SRV at BHEL Varanasi stores. GST portion payment is conditional on supplier's GST compliance.
A warranty certificate is required for 24 months against any manufacturing defects.
The award will be based on the lowest landed cost (L1) on an individual item basis. If multiple bidders are L1, discounts will be solicited, and a toss/draw of lots may be used to decide the final L1 bidder.

Failure to supply within the Purchase Order delivery schedule will result in a penalty of 0. 5% per week or part thereof, up to a maximum of 10% of the undelivered Purchase Order value, excluding taxes and duties.
Offers may be rejected for deviations to tender terms, failure to submit required documents, engaging banned firms, or indulging in cartelization or illegal agreements.
