The time allowed for carrying out the work will be 15 fifteen days from the date of start as defined in schedule f or from the first date of handing over of the site, whichever is later, indicated in the bid documents.

Payment shall be made as per the relevant clauses of form pwd 78 forming part of the tender documents.

Intending bidder who fulfil the following requirements shall be eligible to apply. joint ventures are not accepted. for cpwd enlisted contractors : approved and eligible contractors of cpwd of br category should submit their valid registration certificate. enlistment of the contractors should be valid on the last date of submission of tender. for mes, bsnl and other state government enlisted contractors other experienced contractors : approved and eligible contractor of mes, bsnl and other state government dealing with buildings and roads should submit their valid registration certificate. enlistment of the contractors should be valid on the last date of submission of tender. other experienced contractors should submit certificates of work experience form a b page no: 37 38. for non cpwd registered experience contractor: should have satisfactorily completed the similar works performance report of only completed works shall be considered as mentioned below during the last seven years ending previous day of last date of submission of bids: one similar work costing not less than 80 of the estimated cost put to tender. or two similar works costing not less than 60 of the estimated cost put to tender. or three similar works costing not less than 40 of the estimated cost put to tender. the value of executed work shall be brought to current costing level by enhancing the actual value of work at simple rate of 7 per annum calculated from the date of completion of last date submission of bids. similar work shall means audio conferencing system.

The bidders shall be deemed to have full knowledge of the site whether he inspects it or not and no extra charge consequent on any misunderstanding or otherwise shall be allowed.

The work is estimated to cost Rs. 8,21,714.

The bid submission deadline is September 6, 2025, at 5:00 PM.

Payments will be made within 15 clear days from the date of receipt of the bill, duly verified by the authorized official of HIPA.

The selection of contractors will be done on the basis of techno-commercial evaluation. 50 weightage will be given for technical parameters and 50 for price bid. The score finalized by the committee of the HIPA in respect of parameters will be final and binding to the applicant.

Bidders must have at least five years of continuous experience of mess management services in any of the training institute, government institute, autonomous bodies funded by government, staff training institutes. They should also have minimum 3 years experience in similar work and have successfully completed the same in regulatory bodies, large government training institutes, research institutions of national repute, state government departments, public or private sector companies, undertakings, autonomous bodies and critically sensitive establishments.

Penalties are outlined for various breaches of contract, including unsatisfactory feedback, use of substandard ingredients, insufficient quantity, omission of menu items, failure to provide catering services, lack of cleanliness, delay in service, failure to dispose of garbage, non-maintenance of appliances, and non-compliance with uniform requirements.

Pre-proposal site inspection, queries, and discussions can be made any time during working days hours 9:00 AM to 5:00 PM from August 1, 2025 to September 1, 2025 except Saturdays, Sundays, and holidays.

The estimated total value of the tender is Rs. 50,00,000.
