Payments are milestone-based: 50% on issue of work order, 30% after month 2 deliverables, and 20% after all remaining deliverables. The bidder with the highest composite score (technical score out of 70 + financial score out of 30) shall be ranked L1 and invited to sign the contract. The lowest evaluated bid (L1) is awarded full 30 marks for financial score.
Bidders must meet eligibility criteria in section 6 of the RFP, including financial capacity (average annual turnover) and similar assignments. Technical proposal must not exceed 60 pages. Bidders must submit proof of tender fee and EMD, power of attorney, organisational profile, and declarations.
Liquidated damages: 0. 5% of milestone value per week of delay. Other penalties include INR 5,000 per day for moderation delays, INR 25,000 per instance for inactive social media, INR 10,000 per day for delayed reports, and up to 10% of contract value for data breaches. Aggregate penalties shall not exceed 10% of contract value.

Bids disclosing price in Cover 1 shall be summarily rejected. Conditional financial bids shall be rejected. False information leads to rejection, EMD forfeiture, and debarment. Conflict of interest, political engagement non-disclosure, or failure to present during technical presentation may lead to disqualification.
