Payment is made based on running/final bills. The agency is paid the lowest of the amount calculated with accepted rates or the amount worked out with the accepted percentage above/below HSR rates.
The contract is awarded to the bidder who has offered the lowest evaluated bid price and is within the available bid capacity.
Bidders must have a contractor ID on the Haryana Engineering Works Portal. For works up to Rs 25 lakhs, a contractor ID is sufficient. Mandatory documents include PAN card, GST certificate, and proof of constitution.
If the lowest tenderer backs out, his earnest money shall be forfeited and the agency will be debarred from giving tenders for two years.
The bidder is encouraged to visit and examine the site of works at their own expense and risk.
After technical evaluation results are posted, the employer shall wait for 7 days before opening the financial bid to allow disqualified bidders to avail any remedy available under law.
