Payment will be made by OSC, on submission of bills, in triplicate duly supported by consignee receipts or work certificate. Bills should be submitted not later than two months from the date of expiry of the contract. Payment will normally be made within 30 days of submission of complete set of bills.
Tenders will be assessed in accordance with the least cost based selection (LCBS) system. The financial bids submitted online by technically qualified bidders will be opened, and the L1 bidder will be the preferred bidder.
Bidders must furnish a certificate from a nationalized or scheduled bank indicating financial capability of not less than Rs. 50 lakhs. They must have experience in rake handling or transportation of foodgrains with an average annual turnover of Rs. 1 crore in the preceding three financial years. A minimum of 5 heavy vehicles installed with GPS enabled vehicle location tracking device (VLTD) with a capacity to carry 9 MT or more are required.
Liquidated damages may be levied for delay at Rs. 100 per day per quintal or part of a day of default, not exceeding 50% of the contract value. For shortage, wastage, loss or damages to goods in transit, the contractor is liable to pay liquidated damages at twice the average acquisition cost.
Bidders may be disqualified if they have a commercial interest in custom milling of rice for OSC, have been blacklisted, convicted by a court, or had their contract terminated by OSC. Failure to submit any prescribed document will result in rejection.
